CSU to collect Tuition Fees AGAIN? By: Raymon Garcia Dullana August 23, 2014, 7:00 PM (Updated) University Registrar Engr. Samuel Gaspar announced today that Cagayan State University will again collect Tuition Fees effective next semester, following the abolition of the 800-peso Development Fee in the Fiduciary System. In his self-manned “CSU Heeds” Facebook Account, Gaspar first answered the queries of the students on whether the collected P1600.00 during the school year the universities is supposed not to be collecting, be reimbursed. “It seems the development fee you paid for the current semester will not be refunded, after all,” he said stating the newly forwarded resolution of the Commission on Higher Education that reversed its previous decision to stop the collection of development fees in all higher education institutions in the Philippines. Gaspar then mentioned that starting the 2nd Semester, students will pay the usual Tuition Fee. The collection of Tuition Fee was stopped years ago by former President Roger Perez and had incorporated the Fiduciary Fees. Recently, President Romeo R. Quilang assigned a Technical Committee, chaired by Dr. Manuel Tan Jr., to discuss a new scheme on the collection fees. Said Committee is set to present to the Board of Regents their proposed scheme on September 4 Board Meeting at Isabela State University. Dr. Editha Pagulayan, the Director of Student Services and Welfare, earlier said to The CSU Communicator that the administration is considering the collection of Tuition Fees, but it has to only be minimal so it would appear the same as now DEVELOPMENT FEE? The administration is yet to be asked as per posting why did they fail to duly implement the disallowance to collect Development Fee during the AY 2013-2014. According to Pagulayan, the President himself was shocked early this year when he was informed of the Resolution 221-2012 of CHED. Said resolution ban the collection of Developmental Fees while reasoning school developments should not be borne by the students but by the government and as also supported by the CHED Memorandum Order No 30, series of 2009 which discouraged HEIs in collection of such fees. But CHED Chairperson Patricia Licuanan issued a Clarificatory Statement last July 9 reversing the effect of the Resolution 221-2012 and imposing their earlier ruling on the CHED MO-20 s. 2011. “Since CHED Memorandum Order 20, series of 2011 provided authority for SUCs to collect development fees under set terms and conditions, then said development fee collected for 2013-2014 should no longer reimbursed,” it said. The memorandum however stressed that such fees should clearly specify its intended usage and shall only exclusively be used by its term. This decision has also evened to the decision of Supreme Court on the Certiorari filed by the Benguet State University against the decision of Commission on Audit, disallowing the rice subsidy and health care allowance of the employees on BSU. “Provided, That all fiduciary fees shall be disbursed for the specific purposes for which they are collected,” the En Banc said.
