Two Lamps at Bethlehem: CCC Lighting Engineer has telephoned Clerk to say a resident in Bethlehem had ‘phoned in to say that two lamps near Bethlehem Chapel were superfluous to need; this had been brought up previously at Council meeting by Cllr Sam Ellis and Council had made enquiries with other Bethlehem Councillors who also felt the same. The Engineer has asked: “Further to our telephone conversation yesterday and your e-mail below can you please advise if the community council would like these lights to be switched off part night (Between 12:30 and 05:30 approx) or if they are to be disconnected and taken away permanently?” Council unanimously RESOLVED the lights should be switched off part night (between 12:30 and 05:30 approx). 4145/13 To receive Councillors reports on events and meetings attended for the Council: Code of Conduct Training on 27 February 2013 had been postponed to a later date due to a family bereavement for the Officer who was facilitating the Training. 4146/13 Correspondence matters for consideration: a CCC: Temporary Road Closure – C2146 Bethlehem: Noted Bedroom Tax: Noted. b OVW: Welsh Language Conference Mountain Gate Hotel Tycroes from 9:30 pm to 4 pm Tuesday 14 March: Noted. Re: Consultation on Local List Criteria: Clerk had been instructed by Council to reply to BBNPA’s original correspondence of 21 July 2011, registering the Sheep Pound at Three Horse Shoes and Glandyrfal Sheep Pond; see Minutes September 2011 3904/11 c - Correspondence matters for consideration. CCC Maintenance, Energy and Footway Lighting Department - to turn off a part Night Cell and put cell back after the weekend for the Show Committee - £66.00: Clerk’s Salary for February - £450.00 & Expenses £59.65 = Computer Depreciation £12.50, Stamps £18 and Telephone £29.15 - £509.65. Clerk will keep the remainder for the Finance meeting in May 2013. 4150/13 Planning Applications & Planning Permission: a Planning Applications Sought: Application Reference E/27794/FUL – change of use of Barn to two self-contained dwellings Baron Court Llangadog: Application Reference E/288034/FUL – conversion of existing outbuilding to living accommodation and holiday let units (resubmission of E/27318 refused 19/12/12) Maes Glas Llangadog: b Planning Permission Granted: Application Reference 12/08743/FUL – construction of extension on foot print of attached garage and construction of detached garage at Rhodda, Gwynfe. 4151/13 Any items requiring a decision relating to: Recreation Pavilion: Nothing to report Lawn Cemetery: Nothing to report Village Green: Nothing to report. Roads & Hedges: Clerk was to ask Stuart Quick what progress was being made at Dafadfa Isaf - which is even worse with more complaints coming in also the overhanging trees belonging to Pen Y Rhiw. And mention the following two: another complaint brought in was the ditch and subsiding road between the Lan and Gelli. extracted from Cllr Rosemary Cookson’s email received by Clerk. The road (Garnwen) - they (CCC) have dug out the ditches on the road at the bottom, but have not come up my road and done those. They always do this instead of doing everything together, I always have to nag them to come back for me. Not very efficient use of resources! Public Lighting: see 3 Matters Arising (otherwise not on the Agenda): Bethlehem Lamps. 4152/13 AOB: Following Clerk of Knighton Town Council’s complaint about the Trains not arriving on time, Cllr Colin Evans had experienced the 07:50 Train at Llangadog Station being cancelled, causing him inconvenience. Asset Register & Risk Assessment 2013-2014: same as last year; do the Council agree this can be submitted to BDO Council’s external Auditor. Council RESOLVED to forward this. Clerk has pointed out the new status of the Bachelor Spot to the External Auditors (Internal Auditor already knows about this as Clerk has asked his advice what to do with the money); they will want to know why Council has another savings account. Bachelor Spot: Clerk has asked advice from Barclays; they say that the amount is so small they recommend another Tracker Account separate from Council’s present Accounts paying 0.05%. OVW say the amount is so small and recommends the same as above; Mr. Llewellyn says Building Societies have Bonds and Council could invest £600, but it can only be invested in the name of a person and not by the Council. Cllr Rosemary Cookson said that by the next Council meeting, she would try to find a better Account into which to put the £600. Cllr Rosemary Cookson has also prepared a Draft Deed for Clerk and Council to vet: Council RESOLVED unanimously to accept the Deed. CCC Lightening Department has forwarded Council a bill for the lighting at the Show on 04 August 2012; they estimated £80, but have only charged £66. The Show Committee had originally promised to pay £40; can Clerk now forward an Invoice for £33 to the Show Committee’s Treasurer or Secretary?
