Call for Independent Evaluator in China ABA ROLI is a non-profit pro­gram that implements legal reform programs in over 60 countries around the world. ABA ROLI has nearly 700 professional staff work­ing abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organi­zations. Job Summary ABA ROLI seeks an independent evaluator to conduct an external review of a grant-funded ABA ROLI program in China. The evaluator will carry out a desk review of internal program reports and other relevant background information and will conduct an in-country assessment, including interviews with ABA ROLI partners, staff, and activity participants. The evaluator may be asked to develop surveys and assessment tools to use during the evaluation. The evaluator will write a comprehensive report of findings and finalize it with feedback from ABA ROLI. Qualifications At least five years of practical work experience on development or legal reform programs Experience designing and measuring program progress against monitoring and evaluation frameworks Experience conducting evaluations of large, grant-funded legal reform programs Availability to travel to China and conduct the in-country portion of the assessment in February-March 2015 Working experience in China, understanding of the Chinese legal framework, and knowledge of local civil society actors preferred Proficiency in Mandarin preferred Interested individuals should include a cover letter, resume, and references in their application.
