Call for Participation: Online Training Programme on Internet Governance and Policy in Middle East and North Africa (MENA) – Advanced Phase Why? The Internet is facing many challenges and threats at the global, regional and national level with governments questing for more power and control. To this aim, governments are maintaining surveillance, imposing Internet filtering, adopting strict legislation and using the UN and other intergovernmental processes to curb freedoms on the Internet. Furthermore, many changes happened recently with revelations about the NSA large-scale surveillance and the speech of the Brazilian president at UN Assembly General calling for new civil rights framework for Internet. How activists, human rights defenders or journalists can cope with the recent defiance and understand these issues? Are they empowered enough with the adequate knowledge to share the responsibility? How can they be able to grasp the reality of the global discussion and be able to be effective in international fora? There is an opportunity to fill the gap and be ready to respond to these threats with the appropriate knowledge, skills and tools and develop deeper knowledge for those already involved. How? The Humanist Institute for Co-operation with Developing Countries (Hivos) is organising an advanced online training programme under its programme on Internet Governance in the MENA Region (IGMENA); following the introduction phase where participants had the chance to grasp basic knowledge about Internet Governance and policy. The advanced phase is designed to go deeply into specific topics with especial focus on (online) Human Rights perspectives. The main objective of the training programme is to train and equip different stakeholders across the region with the skills and knowledge on IG and Human Rights issues; i.e. freedom of expression and privacy. It is an important step for better capacity and awareness building in the region and making progress in terms of Internet and users’ rights. At the end of the training, participants will have the required toolkits to share experiences with their peers, understand IG from Human Rights standpoint, link them to the situation in their respective countries and influence local policies. Furthermore, the programme is not based only on online curriculum; however, it will give the opportunity for interaction with recognised experts and peers in the region and sharing best practices and experiences. The tuition fees of the training programme will be covered by a fellowship from Hivos in partnership with Association of Progressive Communication (APC) and DiploFoundation to a number of selected and qualified applicants who demonstrate the required skills.
