Can anyone in the know please tell me is the correct time 5:31 or 6 PM when modern Ukraine was founded? More importantly, please help me determine the correct time zone for Kiev on Aug. 24 1991. Solar Fire is giving EET -2. Astrodatabank is giving 6 PM and EEDT h3e. Time and Date says no DST was in place in 1991. Wikipedia quotes Nick Campion in _The Book of World Horoscopes_ with BGT/2:31 PM GMT. Wikipedia also says, On 19 February 2014, the entry was changed to reflect local time 17:31 which corresponds to GMT 15:31. On 1 March 2014, after more research into timezone history, the timezone was changed to 3he, or GMT 14:31.
