Can it be stressed to residents that 99% of the housing area is 15 MPH - and talking on cell phones behind the wheel is illegal on base? My street alone, with SNCOs and Os, I see a handful of folks that dont care its only 15 MPH, or even 20. Ive talked to one of them (a Capt), had a polite conversion, went separate ways on good terms, but the conversion was wasted. I also watch regularly, people get into their cars, start a cell phone conversation as theyre pulling out of the driveway. I understand it would start with me bringing these issues to their attention, elevating it up when it doesnt work but like I said, its a small handful of people.
