CarMax -- the biggest used car retailer in the country -- gives consumers the impression that its done everything possible to make a used car safe -- claiming that their “certified” cars have undergone a rigorous, “125+ point inspection.” But according to The New York Times, CarMaxs Certified Quality Inspection...does not include fixing recalls.
