Case and Point: Both the Michael Brown and the Eric Garner cases went before a Grand Jury. What this English Gentleman is saying is that in both cases the Police Officers were NO BILLED. That means that a Grand Jury, made up of peers of their community most likely of all indigenous races in heir community reviewed hours upon hours of evidence and testimony before they reached their decision. Now this is the important part. After a Grand Jury has submitted their decision That Grand Jury Testimony Is SEALED. Their decision of how they reached their verdict cannot be used in either a State or Federal Court Case as Evidence. Period! It does not matter if it is for or against the plaintiff.
