Cash Transfer Programme Assistant OXFAM PURPOSE: To find lasting solutions to poverty and suffering. Job Purpose: The position will support the implementation of cash transfer activities by Oxfam Great Britain targeting extremely vulnerable Syrian refugee families living outside of the camps in Jordan. Additionally, the post holder will also strengthen accountability both at community and Oxfam levels and ensure that cash transfer activities are effectively and responsively implemented to Syrian refugee families i.e. men, women, female-headed households as the beneficiaries of the project. KEY RESPONSIBILITIES: - To assist the finance department in setting up and maintaining beneficiary data management procedures for the cash transfer program (including payment and recharging request for ATM cards) - To help identify and resolve cash transfer problems that hamper progress, including liaising directly with the bank and acting as a primary point of contact with beneficiaries for technical issues relating to use of ATM cards and machines - To help ensure that accounting records are in line with Oxfam requirements, including financial and variance report. - To support processes for disbursal of payments and maintenance of related records in line with program requirements to ensure timely transfers to beneficiaries - To support the preparation and updating of records and files of EFSL in form of hard and soft and also maintaining and updating central tracking system of documents. - Reconciliation of data between bank and Oxfam records (in coordination with the Finance Manager) - To document lessons learned with field teams about implementation of cash transfer program - Be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol). - Ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around EFSL issues. - Actively participate in team meetings - To provide occasional support to the finance team where agreed with the EFSL Team Leader and Finance Manager - Delivering any other responsibility assigned by the line manager. Qualifications: - Bachelor’s degree preferably in Administration/Management/Finance - Experience relating to cash programming/ cash related tasks that are multi-task oriented is preferred - Experience of financial and administrative systems - Experience with an NGO in humanitarian response is an advantage - Ability to maintain systems and processes - Proficiency in English and Arabic - Proven knowledge of computerised systems; high degree of computer including spreadsheet skills - Good interpersonal and communication skills To apply please send your cover letter and CV to: [email protected]
