Chamling’s misdeeds: anti people-anti national Background: (a). Fishing in the forbidden Sacred Tsomgu Lake in Police Uniform. (b). Escaping to Nepal to avoid arrest on charges of Criminal Act of fishing in the Sacred Lake of Tsomgo. (c). Misappropriation of Central Plan Funds meant for development of Sikkim. (d). Creating Communal Disharmony, Ethnic Disunity and Casteism in Sikkim. The Hon’ble Supreme Court heard the Public Interest Litigation filed on 27.07.2006 and pronounced the Land Marked Judgment on 25th of March 2010. The petition was moved to protect the interest of not only the people of Sikkim but also the entire country whose hard earned money constituted a part of plan fund allocated to Sikkim by virtue of Part-B of the 10th Schedule of the Constitution (35th Amendment) Bill, 1974, Clause 2(1) (c) which has been and is being fraudulently violated by Mr. Pawan Chamling, the Chief Minister of Sikkim. He did this either by himself and or through his family members, partners, associates and the nominees by corrupt practices which know no bounds and by misusing the Power of the Office of the Chief Minister of the State by treating the entire Government machinery as their own for swindling away/acquiring and amassing huge wealth and properties grossly disproportionate to their known source of income. The process is still continuing at the cost of the people. In the most amazing circumstances Mr. Pawan Chamling, who was born and raised in a poor peasant’s family and who could not even afford his education, has by means of such uncontrollable corrupt practices under covered support from various quarters and after sharing his booty with his family members till date to the knowledge of the people amassed assets worth more than rupees thousands of crores plus Banks and LIC deposit of Rs.5 crores, not to mention that they cannot be from any of their known source of income. Unfortunately, ever since Mr. Pawan Chamling took over charge as the Chief Minister of Sikkim, inspite of allocations and receipts of huge Central Plan Fund, no developmental activities whatsover have taken place in the State even though the Government of India has been pampering the State of Sikkim since its creation by providing liberal funds for the growth and development of the State. The concern Ministries of the Central Government have totally failed to monitor and keep trace of the funds that have been doled out from 1995-1996 till date, which has emboldened Mr. Pawan Chamling to take wrongful advantage of situation and commit various illegal acts, besides other offences of criminal mis-conduct. The Chief Minister Mr. Pawan Chamling has exploited and created every possible opportunity to amass huge assets and wealth by means of awarding Government Contracts and Government Supplies to his relatives, Government Officials, MLAs, MPs, Party Panchayats, Cheli Morchas, his Youths and so on through the “All Sikkim Government Contractors Association” as constituted and approved by Mr. Chamling himself as Chief Minister or directly by himself Maintaining Business House, Trusts, Publishing Houses and other networks in the names of his second wife and other relatives as devices to siphon off public money, scams relating to various unproductive projects funded through loans for which the State Government of Sikkim has stood as the Bank Guarantor, scams of purchase of Energy Meters and GI and Ductile Pipes at highly inflated rates, continuing with projects inspite of a Cabinet Decision of the State of Sikkim for scrapping them, Lottery Scams, Contract for the project of TV Live, protecting and promoting Tax evasion by Sikkim Distilleries Ltd. valuing to huge Rs. 100 crores thereby invariably benefitting the Managing Director of Sikkim Distilleries Ltd., Mr. Parikh, as revealed by Miss Sarala Rai Committee Report, are some of the most serious offences committed by Mr. Pawan Chamling. Expenditure incurred without Budgetary Provisions, Foreign Pleasure Trips with family members and unauthorized persons at the government expenses, installation of various Statues at different places in the name of Tourism, Dharma and Culture, even illegal survey and digitization of cadastral Maps by a black listed Private Firm from Hydrabad, whereby nation’s security is threatened, taking advantage of MPLADS Fund and misappropriation of funds of public exchequer through the instrumentality of Sikkim Power Development Corporation Ltd. contributing towards accumulation of huge assets in Siliguri, Uttorayon on Siliguri-Bagdogra Road, “Delhi, Banglore, Hyderabad and so on are yet other examples of his misdeeds. Corruption in the State of Sikkim has attained a horrifying dimension and height having in its nucleus the present Chief Minister, Mr. Pawan Chamling who, while assuming his office as Chief Minister has solemnly affirmed to protect, inter-alia, the interests of the people of the State of Sikkim asenshrined in the Constitution of India. The aforesaid corrupt practices are bound to continue unless a Court of Justice or Central Investigating Agencies intervene to save the people by directing various wings of the State and the National Governments to function and stop their covered support to such corrupt practices and live upto the expectation of the people in protecting their interest as a whole. Sikkim under SDF Government – threat to the Nation: Since the merger of Sikkim in the Indian Union, financial aids running into billions of Rupees have been pumped into the State for its development but neither the Government of India has ensured proper utilization of funds through regular monitoring nor has it directed or mandated the State Government to furnish proper accounts, despite adverse reports of the Comptroller and Auditor General of India since 1995-1996 to 2009. The people of Sikkim today earnestly desire to free themselves from the Tyrannical and Despotic Rule of Mr.Pawan Chamling, who has brought in Sikkim communal disharmony, ethnic discord, political instability, social insecurity and economic backwardness amongst the masses. The people regret today for having voted Mr. Pawan Chamling to power. There is no rule of law; crime rate is alarmingly increasing day by day. National Programmes are not implemented in the right earnest and everyone aims at LOOTING/ PLUNDERING THE PUBLIC EXCHEQUER. The Ruling SDF Leaders and Officers are all preoccupied in LOOTING SIKKIM and Sikkim has now become a MILCHING COW for all such public enemies. 15 YEAR – OLD CHAMLING’S FEUDALIST GOVERNMENT: The SDF Party Government was formed through Despotic, Undemocratic, Immoral, Dictatorial and Unfair means in 1999 General Election under the leadership of Mr. Pawan Chamling as its Chief Minister. Under the regime of Mr. Pawan Chamling heinous crimes such as Drug Peddling, Prostitution, Murder, Rapes, Kidnapping, Extortions, Suicides, Printing of Fake Currencies, etc., took place in an unhindered manner. The counterfeit currencies printed in Sikkim are circulated in the neighboring country of Sikkim like, Nepal and the Nation’ s capital Delhi, thereby further multiplying the already existing threat to our country. To add to such threat to National Security, four ISI Agents were nabbed by Sikkim Police in North Sikkim but Mr. Pawan Chamling and his government silently hushed up such serious matter having direct bearing on the National Security for the reason best known to Mr. Chamling. Similarly, the second in command of the National Democratic Front of Bodo Land extremist outfit namely, Dhiren Bodo and his accomplices were given shelter for 14 months at 6th Mile Tadong, Gangtok, Sikkim. Only on information from the Central Government Agency the Sikkim Government was forced to act and arrest the culprits along with arms, ammunitions and high-tech Communication Gadgets. The Maoist activities in Sikkim were highlighted in various Regional and National Newspapers but the State Government of Sikkim completely ignored this vital issue when this could have led to a direct threat to National Security. Pawan Chamling is a Mortal Being and hence answerable for his Misdeeds: We find in mythology Ravana being immortal, Hiranyakashipu too being immortal but their sins brought their ultimate destruction. Mr. Pawan Chamling, who thinks himself to be immortal and hopes to rule forever is also in fact a mortal being, who is bound to meet the same fate for his unforgivable sins. Mr. Pawan Chamling (Lila Bahadur Chamling his birth name) does not seem to have a bright horoscope. He was born at 3 a.m. on 22nd September, 1948 at Rangang Busty, South Sikkim. With Primary Education background he took up the post of constable and rose to the post of Writer Constable. In 1969, he was posted at Kupup Out Post and was deployed for guarding Sacred Tsomgu Lake. The Sacred Tsomgu Lake is revered to be a Holy Lake but Mr. Chamling defied the existing rule and the religious sanctity of the Lake and sold fishes caught from it. The government issued warrant of arrest in his name but he had already fled Sikkim and was reported to have reached Nepal. He was seen in Naxalbari, Siliguri under District Darjeeling, and West Bengal in 1971 when Naxalite movement was in its peak.
