China moves in Mabini Reef could affect PH case MANILA - The Department of Foreign Affairs warned that the construction activities of China in the disputed Mabini Reef could affect the Philippines pleading before a United Nations tribunal. DFA Spokesman Assistant Secretary Charles Jose said China is creating an island in the Mabini Reef. He said this could jeopardize the Philippines maritime dispute with China because the nature of the reef is being changed. Jose said the Philippines is still open to a dialogue with China but Beijing has declined the invitation. The two countries are mired in a tense dispute over portions of the South China Sea, which Manila refers to as the West Philippine Sea.
