Chomsky wouldnt be... Chomsky, if he didnt use dramatic language. Hes a linguist, so he knows what he is doing with that. If you can get past the over-the-top bit about Snowden and the Greenwald book promotion, I think this is worth reading. What he is saying-- we, the people, are the enemy in the eyes of the state-- Id add, even if our enemy status is not consciously perceived by all in power, the same end effect is created. We have met the enemy and he is us-- in a totally different context. Edit: ha!
