Failure to arbitrarily constitute city management board as required by the urban areas and cities act/ devolution act 2011 to oversee the amicable operations of the city. 7. Running the county without the Mandatory County Public Service Board. 8. Nepotism and abuse of office. 9. Fuelling of cars at 250 litres per day for five cars amounting to 133,500 per day. 10Kisumu is the only county where daily revenue is not banked as stipulated by the law
