City of Panama City: Flood Insurance Premium Information On May 1, 2013, the City of Panama City rating under the National Flood Insurance Program was increased from a Class 7 to a Class 6. As a result, citizens of Panama City received a 20% reduction in flood insurance premiums for buildings in special flood hazard zones, a savings of approximately $105,000 per year. “The Panama City Engineering Division will supply flood data and approved LOMCs (Letter of Map Change) that have been revalidated with the new maps on property located within the city limits. You may request such information by telephone (850) 872-3004, by fax (850) 872-3077, by letter, or by visiting the office located at City Hall, 9 Harrison Avenue, Room 206. Additionally, copies of elevation certificates for buildings constructed within Panama City since 1992 can be obtained in the Bay County Builders Services office at 840 W 11th Street. You can contact that office by telephone at (850) 248-8350 or by fax (850) 248-8384.
