Clarkstowns $100,000 Confidential Secretary Cant Go Along With Job Cuts. The Rockland County Times reports .... Until this point, the Rockland County Legislature had thrown its support behind County Executive Ed Day’s efforts to consolidate and trim county operations. However, at their July 29 meeting, they decided some of those efforts were too risky to warrant approval. Faced with six resolutions which reclassify or abolish positions within the Departments of Transportation, Mental Health, Hospitals and General Services, the legislature’s Budget & Finance Committee failed to move or second any of the proposals. The decision was met with applause from a crowd of Civil Service Employees Association (CSEA) members who turned out to oppose changes they felt would jeopardize their jobs. The resolutions would have abolished a total of 43 positions and effectively led to the privatization of entire units. In addition, one position with the Department of Transportation would have been reclassified while the Department of Mental Health would see two newly-established positions and one reclassification. County Executive, Ed Day, wrote on his Facebook page I look forward to sitting down with the legislature to, once again, brief and explain one more time why we are in the fight for our financial lives and changes in the organization must be made expeditiously. That said, we always can disagree but to assert that my administration is focused on only cutting blue collar workers flies in the face of fact and what any legislator paying attention should know as it all crosses his/her desk. As of today, weve seen a 40% change-out of management and at will positions from the previous administration. Some of the Countys top management $100K plus positions been vacated and some altogether eliminated since my administration took over; namely Tourism, Training, Planning and Transportation, General Services, Mental Health. In addition, three other positions; Director of Youth Bureau, Commissioner and (one) Deputy Commissioner in Dept of Hospital are still vacant as well, AND by combining Human Rights and Community Development Director weve also eliminated the latter. Appointments will reflect the my pledge to restore integrity and professionalism in county government. We are moving as rapidly as possible in service to this community to a healthier financial climate and efficient organization, and I refuse to revisit the mistakes of the past. County Legislator Sparaco, whose own position as a $76,500 part-time telephone operator was eliminated by the Town of Clarkstown said that the timing of the cuts was inopportune and served no purpose, particularly given the legislature’s skepticism of the savings the cuts would create. “To just fire people for the sake of firing people?” Sparaco said. “I can’t go along with that.” Obviously he couldnt, could he? After all when his own position was eliminated by the Clarkstown Town Board he filed a Notice of Claim against the Town that he intended to sue Clarkstowns taxpayers. Then he was given a $103,600 Confidential Secretary position previously held by highly capable and respected Nancy Willen. Town officials stated that they then received a second Notice of Claim threatening Clarkstowns taxpayers with legal action if the compensation paid for the Confidential Secretary position was reduced. Not bad for a Republican who resigned from the Republican Committee under a cloud of accusations and who, according to sources knowledgeable in the Day campaign, supported Democrat Ilan Schoenberger in the primary against Democrat David Fried and then supported Democrat David Fried against his supposed colleague, Ed Day, in the contest for County Executive. rocklandtimes/2014/07/31/county-legislature-rejects-abolition-of-positions-proposed-by-day/
