Climate Change: Will there be a global pact on emissions? The 20th conference on Climate Change is being held at Lima in Peru. 190 countries are participating. The conference of parties, as it is known, is specifically discussing on the issue of cut in carbon emissions. The conference will discuss each country’s emissions in the proposal for cutting them over time. The dangers of allowing these emissions without significant reduction, is expected to create a serious situation as far as the climate change is concerned. However, for some years now these conferences have found it difficult to come to an understanding over how much emission cut can different countries can achieve or ought to achieve. The difference between the developed and developing countries where the latter feel that they have been targeted has been one of the reasons. Meanwhile U.S. and China have a struck a deal which is likely to put pressure on India. But the deal is said to be poor on ambition deal. The US has said that it will convert its per capita emissions with china at 12 tonnes in 2030. A global agreement which was sought to be reached in Copenhagen in 2009 has been evasive. India is also preparing for Paris agreement which is said to be little more serious than the past. India is looking for ambitious targets to be set. India is being seen as a stumbling block to a successful carbon agreement by some countries. India’s per capita emissions is around 1.4 today. So we are far more stable at our emissions compared to US and china. Our per capita emissions are far below the global average. Now, it is India has to play a proactive role on behalf of the developing countries and demand some space for growth. India should take a leadership role. India has been treated disproportionately in the past. India has also been demanding for access to adaptation for which the technology must be provided for. China has said that it will peak in emissions by 2030. India has agreed to discuss about HFCs under Montreal Protocol. If the world’s target is to stay below 2 degrees then the budget the world has for carbon is about 100 Giga billion tonnes till 2100. In the way the deal has been put up by US and China, it is said that both the nations along with the EU take up the 50% of the budget. India in the past has failed to showcase what it has done to reduce emissions. Lima conferences are the steeping stones for Paris agreement. Climate change negotiations are not only for the environment but are also for the economy. The developing countries should demand for right to development.
