Clive Palmer has declared his party will block the Governments Direct Action policy, to which the Environment Minister responded by saying the funds will simply be part of the budget papers. But if Mr Palmer is successful, there could be a situation where the carbon tax is scrapped without a replacement policy. Is this reluctance to accept Direct Action justified? If so, should it be opposed at the risk of no policy at all?
