Cochran was Senate Appropriations chairman during the Katrina disaster, one of the most influential positions in Congress when it comes to doling out federal money. If the Republicans were to retake the majority in the Senate in this year’s midterm elections, Cochran is in line to become the Senate Appropriations chairman again next January. Even if the Democrats hold on to their majority, he would still remain — thanks to his seniority and connections — one of the members of Congress with the most clout when it comes to federal expenditures.
