Commission Looks At Trash Collection Issues, MS-4 Permit Commissioners approved an ordinance related to curbside trash collection as well at Thursday nights commission meeting. City staff have received several complaints recently about individuals who leave trash receptacles on the side of the road permanently, which this ordinance will address by requiring citizens to move receptacles to an appropriate location no more than 24 hours after trash pickup each week. Commissioner Pete Lackey mentioned a similar policy had passed recently in Dresden, and City Attorney Fred McLean is currently drafting the final form of the ordinance. Carl Holder informed board members that they had some difficult decisions ahead of them regarding implementation of the state-mandated MS-4 program, which must be almost completely in place by the end of the upcoming budget year. Holder favored re-establishing the position of City Engineer, a personnel cost of over $80,000 but a potential cost offset between $80,000 and $100,000. Other options included hiring part-time help addressing ordinances and shifting MS-4 work onto the Codes Department; these were viewed less favorably. Holder also addressed ongoing issues related to the Highway 218 Bypass project, which has stalled amid legal issues between the railroad and the Tennessee Department of Transportation. According to Holder and MacLean, both the City of Paris and the railroad are ready to begin work, but the state and railroad are involved in a dispute over right-of-way acquisitions dating back to the mid-1800s. Also, utilities providers are trying to find less costly solutions to moving utility lines based on revisions to the bypass plan. Commissioners also approved an ordinance change related to the Planning Commission. In 2007, a change in statute forced the Planning Commission to expand to eight members. With an impending resignation, the commission was given the opportunity to reduce membership back to seven members, at least one of whom must live in the Urban Boundary Area.
