Commissioned Corps Liaison Position Open @ CMS. Public Health Program Specialist (Liaison Position): The Centers for Medicare & Medicaid (CMS) is looking for an Officer to work as a Public Health Program Specialist in the Central Office located in Baltimore, Maryland. This position is a 0-6 billet and needs to be filled as soon as possible. The selected officer will serve as the senior consultant with responsibility for providing technical assistance and professional guidance on all aspects of the Commissioned Corps program. This guidance may include, but is not limited to, areas involving planning, labor and employee relations, fiscal operations, human resources/workforce development, and interpretation of policy/regulations. In this capacity, the incumbent works with all program offices and divisions within the Agency. Duty location is Baltimore, Md. (Not negotiable) Duties: Develops and recommends recruitment strategies, special programs/projects, initiatives and procedures to recruit Commissioned Corps officers into CMS. Provides written guidance (e.g., handbooks, briefing papers, Agency issuances, etc.) and trains employees, supervisors, senior Agency officials, and program staff on the Commissioned Corps personnel system. Provides accurate and current information on all aspects of the Commissioned Corps personnel system through instructional materials, newsletters, memos, and extensive personal interactions. Manages the promotion and assimilation process for PHS officers detailed to CMS. Counsels and provides guidance to Commissioned Officers and supervisors in relation to career development, grievances, and adverse actions. Works closely with the CMS Lead Officer and CMS Representative to the Surgeon Generals Policy Advisory Council, as well as Agency senior management in this area. Represents CMS at Agency, Commissioned Corps, and Departmental meetings. Provides authoritative interpretation of Commissioned Corps policy and regulations to CMS personnel, other agencies and organizations. Collaborates with senior officials within CMS, as well as other Federal agencies to enhance or augment the mission and public health goals of the Commissioned Corps and CMS. As PHS Awards Coordinator, manages the PHS Honor Award Program at CMS, and provides assistance with the development of new awards. Serves as key contact point for processing a variety of personnel actions (PHS-1662); requests for separation (PHS 1373); pay documents; relocations, etc. Assures timely evaluation of all officers through utilization of the Commissioned Officers Effectiveness Report. Represents CMS as the Commissioned Corps Liaison to the Office of the Surgeon General, the Division of Commissioned Corps Personnel and Readiness and the Office of Commissioned Corps Force Readiness and Deployment. Judgmental failure can result in ineffective or inappropriate use of resources and delays in meeting public health objectives of the program or Agency. Such failure can seriously impair program credibility and compromise the efforts of other program officials. The purpose of work contacts is to explain, coordinate, interpret and seek support for policies, procedures, programs, plans or individual actions (often of a controversial and complex nature), demanding careful communication, tact and diplomacy. To be eligible, the candidate must have: • Experience managing or directing components of special projects. • Experience overseeing the overall administration of ad hoc projects (e.g. development, coordination, and implementation) that focus on finding solutions to complex administrative issues and identifying and recommending solutions; and project management and oversight of mid to large scale projects and implementations. • Experience advising stakeholders on related regulations and policies and its effect on administrative operations. • Experience conducting analytical studies to assess program operations and objectives; and communicating project evaluations (e.g. plans, proposals, findings, results, and recommendations) to senior management. • Experience developing and preparing the variety of written products, including briefing documents, contract performance evaluations, reports, policy guidance documents, memos, program release and issue papers, and formal letters to State officials. • Minimum of 10 years of progressively responsible experience in a commissionable degree. Also highly desirable: • Analytical skills to identify potential issues and develop solutions and recommendations to senior leadership staff. • Skills in relationship management, negotiation to gain acceptance of complex and controversial issues, and interpersonal communication, effectively presenting clear and concise factual information both verbally and in writing. • Skills in planning, developing and conducting comprehensive projects or studies to evaluate proposals to improve operations and to provide reliable information to managers and staff on proposals to change procedures. • Strong and comprehensive writing and editorial skills.
