Commissioner for Victims Rights says juvenile crime, especially that perpetrated by children, is often viewed as indicative of change in social values, as well as a threat to society and suggestive of social decay. Victims are often support rehabilitation of young offenders but also importantly want accountability. Children under 10 are in law deemed incapable of being charged with crime and called to account. Victims thus bear the entire costs of such crime. Those who suffer personal injury resulting from violent crime might ask the Attorney-General for an ex gratia payment from the Victims of Crime Fund. If we are serious about reducing juvenile crime and preventing victimisation, the focus should be on early intervention - stopping the onset of antisocial and minmising the risk of such escalating to criminal behaviour.
