Rental Dwelling Licenses: Consider ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, amending requirements applicable to holders of rental dwelling licenses to include a duty to attend certain meetings (by B. Tenant Notification of Environmental Contamination: Consider ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, amending provisions related to tenant notification of environmental contamination and associated activities (by Gordon). License Applications: Grant licenses recommended for approval (see separate Licenses Agenda-not available in electronic format). New liquor, wine & beer establishment owners, licenses, permanent expansions, upgrades and added conditions to existing licenses detailed as follows: Checker Taxi Driver (Conditions); Hola Arepa, 3501 Nicollet Ave (New Business); Louie’s Wine Dive, 800 W Lake St (New Business). Hearing Protection Devices Ordinance: Consider ordinance amending Title 14, Chapter 364 of the Minneapolis Code of Ordinances relating to Liquor and Beer: Liquor Regulations, requiring the provision of hearing protection devices by the holders of qualifying liquor licenses (by Frey). Small Business Loan Program Partnership Contracts: a) Authorize contract for $50,000 to extend the partnership with the Metropolitan Consortium of Community Developers in 2014; b) Authorize contract for $40,000 to extend the partnership with the African Development Center in 2014. Staff Reports: Small Business Loan Partnership RCA 12. 2013 Metropolitan Council Livable Communities Demonstration Account (LCDA) and LCDA Transit-Oriented Development (LCDA-TOD) Grant Awards: a) Accept and appropriate LCDA grants of $1,000,000 for the Commons at Penn Project, $1,000,000 for the Hawthorne Eco Village project, & $750,000 for the Mozaic Phase II project; accept and appropriate LCDA-TOD grants of $1,000,000 to the 4th Street Infrastructure/Boeser project, and $1,045,000 to the Anishinabe Bii Gii Wiin project; b) Approve budget appropriation increase of $4,795,000; c) Authorize such agreements as may be necessary or desirable to implement the LCDA and LCDA-TOD grants with the Metropolitan Council, Building Blocks Non Profit, Project for Pride in Living, Ackerberg Group, and Cornerstone Group (or affiliated entities) (Also in W&M). Downtown East Block 1 Development Rights Designation: a) Designate Ryan Companies as the developer of the Block 1 Liner Parcel and Air Rights Plane; b) Authorize staff to negotiate redevelopment contract terms, subject to City Council review and approval. Mpls Homeless Street Outreach Funding: Approve up to $300,000 of funding for St. Stephens Human Services, Inc’s homeless outreach programming, payable with $150,000 of FY 2014 Emergency Solutions Grant funds & $150,000 City General Fund; Authorize necessary contracts (Also in W&M). Peer-to-Peer Network Company Transportation Services Ordinances: a) Subject matter of ordinances amending Title 13 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations, providing for recognition and regulation of Peer-to-Peer Network Company Transportation Services (by Frey): Amending Chapter 341 relating to Taxicabs; Adding a new Chapter 343 relating to Transportation Network Companies. b) Report on Transportation Network Companies.
