Union activity and active participation by the Office of the Labour Commissioner in the labour market changed this which led to a boom in the labour consulting market. Action and reaction by the players in the labour resulted in a situation where no business can afford to be without the services of an expert labour practitioner. Low barriers to entry into the labour consulting industry has however resulted in several so called labour consultants walking around advising businesses, normally to the determinant of the business. So despite the presence of a multitude of “labour consultants” there are very few experts in the labour market. After almost a decade in the industrial relations industry Cor Beuke realized that businesses had a dire need for real expertise in labour law and industrial relations and that they were willing to pay top dollar for expert service and knowledge. The current labour consulting model with firms obtaining as many clients as possible at the lowest possible price was not working due to the fact that these firms could only afford to employ junior legal advisors at best and had too many clients to provide them with proper and timely service.
