Complete Upgrade and Face Lift for City of Roseau Roseau, Dominica - Thursday, May 8, 2014 - The city of Roseau is to receive a complete upgrade and face lift under the Dominica Labour Party Administration. Prime Minister and Minister for Finance, the Honourable Roosevelt Skerrit has envisaged Roseau transformed into the “true Garden City of the Caribbean”. Addressing tens of thousands of supporters of the Dominica Labour Party on Monday, May 5, 2014 in St. Joseph, Prime Minister Skerrit elaborated on plans for a comprehensive upgrade and re-development of Roseau. “We already have the design and conceptual drawings for a total transformation of the city of Roseau; involving the covering and sealing of drains, underground installation of utility lines, widening of sidewalks and installation of planters, with plants to be maintained by the City Council. We shall also simplify traffic flows, and a key initiative in this regard shall be the construction of a new, two lane West Bridge exiting Roseau to replace the existing one lane bridge. Also, as a benefit to residents and visitors alike, we shall introduce pedestrian walkovers in some areas. Simply put - Roseau shall be transformed!” the Prime Minister stated. The Roseau Upgrade and Enhancement Project is a culmination of several years of study and analysis, including options for funding that would minimize hardships to taxpayers. “I will not tell you that you will not be asked to contribute nominally at some point, but the debt will not be to the tune of 14 and fifteen percent loans, as were negotiated by the last UWP government...so the burden will not be as severe. In the upcoming Budget, we shall speak to incentives and concessions to home and property owners for the upgrade of private buildings, to reflect the new and enhanced Roseau we wish to create.” Prime Minister Skerrit said. The DLP government wants the city of Roseau to be the most pleasant and attractive urban area in the Caribbean and to contribute to the economic development of Dominica. #labourkatwavay #labouristhechange
