Construction General Guidelines: PRE-CONSTRUCTION REQUIREMENTS Prior approval from the Association is required of any construction activity regardless of the size of the project to allow the ingress of workers and delivery of construction materials to the construction site. The construction of proposed new residence, renovation, building extension and other auxiliary structure may not be implemented unless the following requirements shall have been complied with and the project proponent shall agree to certain conditions: 1. SUBDIVISION OF PLANS 1.1 One set of construction plan which must have the following: Signature of the owner Architect’s seal and signature Electrical engineer’s seal and signature on electrical plan Civil engineer’s seal and signature on structural plan Sanitary engineer’s/Master plumber’s seal and signature on sanitary plan 2. ATTENDANCE IN A BRIEFING The owner or his representative, duly authorized in writing, and the contractor must attend an orientation be conducted by the construction technical officer for the purpose of informing them of the rules, regulations and guidelines of construction to be followed in the Village. 3. PAYMENT OF CHARGES AND FEES 3.1 For new construction 1. Processing Fee. A non-refundable fee of P.1,500.00 shall be paid for the processing of the house and lot plans. 2. Monthly Administrative Charges. The Owner shall pay monthly administrative charges to cover monitoring expenses of the construction activities, except hauling of construction debris which shall be the OWNER’s sole responsibility. Upon approval of the plans, the OWNER agrees to pay in advance monthly administrative charges equivalent to a minimum of 20 months or a total of P.10,000.00 should the construction project be completed (as evidenced by a certificate of completion) in less than 20 months, LGVHAI shall return the administrative charges corresponding to those months covered beyond the date of completion of the project. On the other hand, should the construction project take more than 20 months to complete, the OWNER agrees to pay a monthly administrative charge of P. 750.00. 3. Road Maintenance fee. The OWNER shall pay road maintenance fee in accordance with the following schedule, to be deducted from the guaranty deposit upon the completion of the construction project: P.20, 000.00 for construction up to 3M; P.30, 000.00 for constructions more than 3M up to 8M; P.40, 000.00 for constructions more than 8M. 3.2 REPAIR, RENOVATION, EXTENSION GUARANTY DEPOSIT BELOW Php 10,000.00 Php 1,000.00 ROAD MAINTENANCE FEE 500.00 UP TO 50,000.00 5, 000.00 ROAD MAINTENANCE FEE 1, 000.00 UP TO 100, 000.00 10,000.00 ROAD MAINTENANCE FEE 2,000.00 UP TO 300, 000.00 20, 000.00 ROAD MAINTENANCE FEE 4,000.00 UP TO 500, 000.00 50,000.00 ROAD MAINTENANCE FEE 10,000.00 UP TO 3,000, 000.00 100, 000.00 ROAD MAINTENANCE FEE 20, 000.00 MORE THAN 3 M 150, 000.00 ROAD MAINTENANCE FEE 30, 000.00 4. SECURE PERMITS, CLEARANCES AND OTHER REQUIREMENTS 4.1 The LGVHAI shall issue a building Permit upon completion of all requirements regarding submission and approval of plans and payment of the necessary fees. 4.2 A copy of the building permit issued by the pertinent agency of the city government must be submitted to LGVHAI as one of the prerequisites. 4.3 Application for construction workers’ ID must be secured form LGVHAI office. 4.4 Stockpiling is authorized only on your own lot. This is not allowed on all common areas such as roads, sidewalks, easements, alleys, bikeways and other open spaces without prior approval from the LGVHAI. Permit for the use of adjacent lot for stockpiling should be between the proposed project owner and the owner of said adjacent lot. 4.5 A temporary Permit shall be issued upon full payment of pertinent fees but only for mobilization purposes. 5. FINES, PENALTIES AND OTHER RESTRICTIONS 5.1 the Board of LGVHAI may later on impose fines and penalties for construction – related violations. 5.2 Permit shall be secured for overtime work at night. The same shall be allowed only if it is determined that it will not disturb the nearest neighbor. 5.3 The Project owner shall likewise observe the provisions in the Deed of Restrictions with respect to construction projects within the Subdivision and the guidelines set by Ladislawa Garden Village Homeowners Association, Inc. CONSTRUCTION REQUIREMENTS: (Administrative and Architectural) The existing administrative and architectural requirements being imposed by Ladislawa Land Development will continue to be implemented by LGVHAI. HOUSE CONSTRUCTION PLANS: House construction plans will be reviewed and approved by LGVHAI Construction Technical Officer (CTO) within three (3) days after receipt of all requirements mentioned above. 1. FOR NEW CONSTRUCTION: Preliminary Plan Evaluation & Orientation 7 sets – Building Plan Fence Plan Lot Relocation Certificate Detailed Cost Estimates Scope of Works List of Workers with NBI Clearances FOR REPAIR / RENOVATION / EXTENSION: Preliminary Plan Evaluation & Orientation 7 sets – Building Plan for Major Works 4 sets – Sketch Plan for Minor Works Detailed Cost Estimates List of Workers with a.) CTC’s – for not more than 1 month work. b.) NBI Clearances – for over 1 month work. Note: In pursuant to the following pertinent provisions in accordance to P.D. No. 1096 or the National Building Code, under Section 301 requiring to secure a BUILDING PERMIT for any construction there is. 2. REQUIREMENTS FOR BUILDING / HOUSE CONSTRUCTION PERMIT 1. Update Association’s Monthly Dues. 2. Transfer Certificate of Title (TCT) – 2 Xerox copies ( New Construction ) 3. Conformity of Lot relocation between Owner and Developer (Geodetic Engineer) 4. Seven (7) sets of Building / House Plan including FENCE PLAN: a. Name and Signature of Owner b. Project Location c. Name and Signature of Architect / Engineer (with Seal) 5. Approved Building / House Plan w/ FENCE PLAN – 1 set 6. Approved Building Permit – 1 Xerox copy 7. Approved Plumbing / Sanitary Permit – 1 Xerox copy 8. Approved Electrical permit – 1 Xerox copy 9. Sketch Plan (Blue Print) – 1 copy 10. Bill of Materials – 1 Xerox copy 11. List of Workers w/ two (2) 1 ½ X 1 ½ pictures each (B&W and / or colored) 12. DCWD and DLPC temporary connections (New Construction) 13. Construction Fee / Road Maintenance Fee 14. Completion of Deed Undertaking (Notarized) 15. Construction Bond. Before release or refund, submit first request Letter stating its completion and attach one (1) photocopy each of the 17. CERTIFICATE OF COMPLETION and CERTIFICATE OF OCCUPANCY. 16. Gate Pass for Materials and Workers (Please secure items - -14 before issuance). 3. ISSUANCE OF HOUSE CONSTRUCTION PERMIT 1. LGVHAI Technical Officer will issue the LGV House Construction permits upon receipts of the approval Building Permit and approved copy of the Construction Plans from LGVHAI and the City Building Official. 2. Basis for the issuance of Ladislawa Garden Village Construction Permit: b.) house owner to submit photocopy of the Building Permit and Electrical permit issued by the City Engineers’ Office. b.2) House owner agrees and signs the LGVHAI House Construction Procedures. b.3) House owner agrees that trees planted in the sidewalk shall not be removed or cut and that preservation of the same shall be his responsibility during the construction period. Trees fronting the property that are damaged will be charged a penalty of P1, 500/tree. c. Ladislawa Garden Village has a standard quality of maintenance in the village. Hence, the house owners are required to observe the following during the construction period: c.1) Provide a temporary comport room for the laborers c.2) Maintain road and sidewalk cleanliness c.3) Insure that construction aggregates, filing materials, and other construction materials are kept out of the roads and sidewalks. c.4) Dispose construction wastes outside the village. Burning of waste materials inside the subdivision is strictly prohibited. c.5) Provide a temporary plain GI sheet perimeter fence to be installed before and to be maintained during the construction period. Note: Non-compliance of any of the requirements mentioned above is subject to penalty of P1, 500.00 per day violation. This shall take effect after 24-hour notice. d. House owner must submit a copy of the approved plans to LGVHAI prior to the payment of construction fee/bond. e. Construction Technical Officer should inform the Village Administrator of every approved plan and permit for monitoring, coordination and record purposes. 4. PAYMENT OF CONSTRUCTION BOND/GUARANTY DEPOSIT The house owner shall pay to Ladislawa Garden Village Homeowners Association, Inc. a construction bond as follows: A. NEW CONSTRUCTION GUARANTY DEPOSIT UP TO 3M 100, 000.00 MORE THAN 3M UP TO 8M 150, 000.00 MORE THAN 8M 200, 000.00 B. REPAIR, RENOVATION, EXTENTION GUARANTY DEPOSIT UP TO 50, 000.00 5, 000.00 UP TO 100, 000.00 10, 000.00 MORE THAN 100, 000.00 20, 000.00 UP TO 300, 000.00 MORE THAN 300, 000.00 50, 000.00 UP TO 500, 000.00 MORE THAN 500, 000.00 100, 000.00 UP TO 3M MORE THAN 3M 150, 000.00 This shall serve as the house owner’s deposit for the duration of the construction period to cover the cost of whatever damage that may be caused by the construction. It is also understood that all damages on the subdivision’s property and documented during the construction period has an equivalent cost. LGVHAI shall prepare the Cost Estimates of the repairs or they can ask LGVHAI to do the repair works. All repair works not handled by LGVHAI are subject to approval before acceptance. The total cost of the repairs shall be deducted from the construction bond deposit, the excess of which shall be refundable upon presentation of the Certificate of Completion and Certificate of Occupancy from the CITY ENGINEERS’OFFICE and approved by LGVHAI designated representative. 5. MONITORING OF CONSTRUCTION After approval of the House Construction Plans and the issuance of Construction permit, the Construction Technical Officer will monitor construction activities regularly. The following are to be done: a. Double-checking of the lot monuments before lat-outing of the building lines. b. Monitoring of the construction work. 6. VIOLATIONS In case of any violation the following procedures should be followed: 1. The construction Technical Officer shall immediately inform the foreman or the head of the construction (Engineers or Architect) of the violations committed. 2. The Construction Technical officer shall inform the Village Administrator of such violation and the actions taken. 3. The Village Administrator shall call the house owner regarding the violation and formalize in writing the appropriate actions done and the arrangement agreed between LGVHAI and the house owner. 4. Any grave offense committed and not corrected can cause the cancellation of the construction permit. 7. OTHERS A Certificate of Project Completion issued by LGVHAI is one of the requirements for the issuance of the Building Occupancy Permit from the City Engineer’s Office.
