Contractor facing new scam charges July 10, 2014 More charges have been filed against Northumberland contractor Robert Anthony Kolovich, who has now been accused of scamming a Loyalsock Township resident out of more than $14,000, according to state police. The victim, Timothy Pagana, signed a $28,000 home-improvement contract in mid-September with Kolovich, police said. Pagana provided a down payment of $14,450, but after three months had gone by and no work had been done on the project, he asked for a refund, police said. Kolovich, 56, told Pagana that he would start the project at his home on Crestfield Drive by April 14, police said. The contractor said the work would be completed in eight to 10 days. It never happened, police said, and felony charges were filed against Kolovich after the contractor refused to return the down payment. Arraigned before District Judge Gary A. Whiteman on charges of deceptive business practices, home improvement fraud and theft by deception, Kolovich was released on an additional $25,000 bail. He already was free on $50,000 bail on South Williamsport police charges of scamming three other victims of thousands of dollars.
