Cops kill hand cuffed people all the time, they beat and rape women children and senior citizens especially once they have them out numbered with other officers for their protection. No shortage of daily video evidence of that. . So for a cop to slash a restrained dogs throat after saying he was gonna gut it. . That is not out of character for them and just routine basically. That is what tax payers pay them to do. Taxpayers even reward officers when they murder people with paid time off work vacations, so its well accepted behavior for an officer. If I were a cop I would shoot someones child at the beginning of every summer just for some time off to go to the beach or what ever, then come winter Id go back and slit its familys dogs neck just for my Christmas holidays. . Ya people will get out raged with me saying I would do that, but those same people turn a blind eye and do nothing about the officers that regularly do that. Had I a badge and uniform no one would think any less of me and gladly pay my Vacation with no fuss or outrage.. Id even write my own apologize as well as statement for the chiefs to read out of how shocked they are I could of done such a thing.
