Corrution is the root cause. 1. For able to corrupt and cover up corruption, it is to stay in power. 2. For able to corrupt, it is to abuse power so to stay in power. 3. For able to corrupt, it is to support the corrupt leadership. 4. For able to stay in power, it is to condone the corruption of the support levels. 5. For interest to corrupt, there is in conflict to function and do the job. 6. For ensuring no exposure of corruption, it is to encourage everybody in the herd to corrupt.
