Council passes budget After extensive debate, the city council approved the $54.66 million budget. The group also approved a water and sewer hike but said no to raising sanitation fees. By Ali Helgoth ahelgoth@wyomingnews CHEYENNE -- In a split vote Monday, the Cheyenne City Council approved a $54.66 million general fund budget. The 6-4 vote came after hours of debate, but there were few changes made to the budget as originally proposed by Mayor Rick Kaysen. Kaysen and council members Bryan Cook, Mark Rinne, Jimmy Valdez, Jim Brown and Georgia Broyles voted in favor of the budget. Council members Mike Luna, Dicky Shanor, Annette Williams and Sean Allen voted against it. Just one change was put in place Monday night. The council voted down the proposed 3.4 percent trash fee increase prior to the budget discussion.
