County government should shed away County Council mentality. The constitution of Kenya offers great opportunities to its citizens through devolution. These opportunities can only be realized, if the county leadership is focused and innovate. For the counties to continue acting like former municipal councils, forms a great disaster for its residents. For example, when a county like Meru spends 75% of its budget to fund recurrent expenditure; then this shows luck of visionary leadership. The County should go beyond collecting garbage, employing askaris and parking attendants. Good/visionary leadership means creating/broadening opportunities for wealthy creation to its residents. When we start planning and implementing policies that guide our people to prosperity; then, we can qualify to be leaders. Let not be in leadership to enrich ourselves and cronies.
