Covenant of Mayors EAST (COMO EAST) Job position: Financial Expert Conditions: EU funded project, about 124 days (in average 5-7 days per month) from January 2014 to June 2015 1. The Covenant of Mayors initiative – background information The Covenant of Mayors (CoM) is a voluntary commitment of signatory cities to meet and exceed the EU 20% CO2 reduction target through the implementation of Sustainable Energy Action Plans (SEAPs). Launched in 2008 by frontrunner local authorities and the European Commission, the “Covenant family” has been growing to over 5000 signatories today. Success is spreading as the initiative has been extended to Eastern Europe, South Caucasus and Central Asia in the last two years, including signatories from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. The signatory cities in 11 COMO-East countries are assisted by Covenant of Mayors offices in Brussels, Lviv and Tbilisi as well as by Covenant Coordinators and Supporters. The COMO EAST – work programme for January 2014 – June 2015 The COMO East offices are run by 4 Key Experts based in Lviv, Tbilisi and Astana and supported by number of non-key experts. They are responsible for the promotion of the CoM initiative, organisation of capacity building events, running of the Helpdesk and support services for CoM signatories, etc.. Among the main tasks of the COMO East office are also: • Tailor-made support for the implementation of SEAP measures in the most advanced signatory cities from Ukraine and Georgia / assistance with the preparation of high quality bankable projects • Coordination and matchmaking between the donors / financing institutions able to finance bankable SEAP measures and most advanced signatory cities The ultimate goal is the implementation of SEAP actions in 5-10 most advanced and motivated signatory cities mainly from Ukraine and Georgia. These will serve as good practice case studies and inspiration for other Covenant signatories. 3. Financial expert - job description Tasks and activities The COMO East is looking for a local financial expert who will contribute to the following tasks and activities related to the SEAP measures financing and implementation: • Establishing and maintaining regular contacts with donors, International Financial Institutions (IFIs), national and local banks and other potential financing institutions or private investors. • Tailor made assistance to signatory cities with the financing of their SEAP actions – preparation of bankable projects / projects for grant schemes from financial institutions • Testing of developed support tools (Initial Financial Appraisal, software tools, etc.) together with advanced cities • Organising and facilitating capacity building workshops and working meetings between financing institutions and cities • Contribution to the development of guidelines and training materials on the preparation of bankable projects Qualification & competences • The candidate should ideally have an advanced / university degree in finance, banking, economy, public administration and financing, energy engineering or similar with at least 5 years of experience in this field. • Practical working experience with local project financing / knowledge of municipal finance • Experience with implementation of municipal projects /sustainable energy projects (energy efficiency / renewable energy) / infrastructure projects • Experience in working and cooperating with International Financing Institutions, international donors, banks or other financial institutions • Experience with delivery of trainings and consultancy to local decision makers and technicians • Strong written and verbal communication skills • Mission-driven, well organised, openness to people and self-directed.
