Cuomo, lawmakers reach deal on medical marijuana. It could only be prescribed by doctor to treat specific illnesses. It could not be smoked, only used in vapor, pill or oil form. Patients would have to get a card from the state health department. The product could only be dispensed from up to five companies, which will be allowed to operate up to four dispensaries each. The deal is for 7 years, though Cuomo would be allowed to suspend it at any time.
