DAILY RELEASE BY THE UNION ON MONDAY, OCTOBER 6,2014. THE SPEAKER OF EMBU AND THE CLERK OF EMBU ASSEMBLY MAY BE SENTENCED OF CONTEMPT OF COURT ORDERS!! The Speaker of Embu Assembly and the Clerk will today receive a Court ruling to be determined by a Three bench Judges at a Kerugoya High Court. The Judges are expected to read a Sentence related to Contempt of Court Orders to the two principals which has no defense or fine. This may therefore lead to Serving a Sentence in Custody of Courts or outside the Court Custody depending with the courts discretion. If the two principals will be convicted guilty by the Courts before the law, the ruling may either necessitate the County Assembly of Embu to declare their offices vacant and a replacement shall be done in accordance to the CGA 2012. At this point as we await the court ruling, the Union would like to ask the electorate of Embu to remain calm and exercise a lot of discipline in the spirit of our Unity as a people and know that the Law is supreme to all our reactions and responses. The situation at Embu as at now is also experienced by other counties like Machakos, Makueni ,Bomet and Trans-Nzoia among others and this is a clear signal that devolution is now experiencing a teething problem and will soon stabilize. The problems faced by the counties in implementing the devolved governments is not going to be solved by a Referendum. This is a problem that will be solved by the elected and non elected leaders understanding the law and all the provisions as intended to mean and not to read a meaning into the Constitution. It is therefore our proposal as a Union that the County Government sets aside funds to disseminate Civic education on Constitutionalism ,Interpretation of the law and its application. The IEBC may be of great help in facilitating this exercise as well as those trained as Civic educators by the Churches through the National Councils like NCCK and CJPC. This will improve the peoples knowledge of the law and will lead to an Orderly Society. Failure to embrace the knowledge of law may lead to ignorance of it and a disobedience of the rule of law may find its way to our society hence our society may become lawless and disorderly. We wish Our Speaker and his Clerk of the Assembly a fair Judgement by the High Court today. We stand in Solidarity with them as our Leaders and we pray that God will look at them with Mercy.
