DDC for strict implementation of Labour Laws DODA, FEBRUARY 15- To ensure implementation of various labour laws which include Building and other Construction workers Welfare Cess Act 1996, Building and other Construction workers Act 1996 and Contract Labour ( Regulation and Abolition Act. 1970, District Development Commissioner Doda Mubarak Singh today convened a meeting of concerned officers. ADDC Doda G.N Balwan, CPO Doda Y.R Katoch , Assistant Labour Commissioner Doda Tabish Saleem besides officers of other implementing agencies attended the meeting. DDC directed all Government Departments, Public Undertakings and other Government bodies carrying out any Building or construction work that they should deduct mandatory one percent of the amount of the cost approved as per Buildings and other Construction workers Welfare Cess Act. 1996. He also directed the Assistant Labour Commissioner Doda to inspect the offices of various implementing agencies and to serve notice to the agencies to register themselves with the concerned District Registering Officer. DDC emphasized that a meeting of ALC with the BDO’s should be convened and they should be directed to issue legitimate works certificate to the labourers after proper verification. He also stressed to bring innovation to smoothen the practices concerning the benefit and welfare of the labourers. Later DDC also convened a meeting of Booth Level Officers (BLO’s) to review the Systematic Voter Education and Electoral Participation (SVEEP) Programme. DDC said that the aim of the ECI’ s SVEEP programme is to adopt a number of strategies, approaches and activities to maximize voter participation through continuous research, national policy framework, state plans, district plans and a whole range of communication and awareness interventions yielding consistently higher and informed participation of voters in electoral process. He also stressed that the programme promotes dissemination of knowledge, information, materials, designed to sensitize the voters about voting process and initiated new measures regarding voter facilitation in areas of registration, issuing voter identity cards and suggests ways and means to make the election process voter friendly. DDC focused upon the collaboration with civil society groups, educational institutions, and youth/student and volunteer networks in the nature of both formal and informal partnerships. He also directed the BLO’s to speed up the addition/deletion/ correction process to ensure enhanced voter registration and electoral participation.
