DOCUMENT THAT PROVES THE EXISTENCE OF A DESTABILISATION PLAN AGAINST VENEZUELA During the past few months, the Venezuelan Government, led by President Nicolás Maduro, has denounced multiple incidents of sabotage against the country’s electrical grid along with an on-going campaign to undermine this nation’s economy. Some of the international media houses and private media houses of Venezuela have ridiculed the Venezuelan President’s accusations, and have instead attempted to pin the responsibility for the damage caused to the country on the Government. However, an internal document by three (03) organisations, two (02) from Colombia and one (01) from the United States, proves that a plan against the Revolutionary Government, to incite violence – with the intent of justifying international intervention prior to the municipal elections scheduled for this 8th December – does exist. The document, titled Venezuelan Strategic Plan, was prepared by Former Colombian President, Alvaro Uribe’s, Fundación de InternacionalismoDemocráticotogether with the Fundación Centro de PensamientoPrimero Colombia and the US Consulting Firm FTI Consulting. Dated 13th June 2013, the plan was drafted during a meeting between representatives of these three organisations, leaders of the Venezuelan Opposition, including María Corina Machado, Julio Borges y Ramón Guillermo Aveledo, the expert in psychological warfare, J.J. Rendón, and the Associate Administrator of the US Agency for International Development (USAID) for Latin America, Mark Feierstein. The strategic destabilisation plan against Venezuela has as its main goal, the undermining of the Government within the framework of the upcoming municipal elections scheduled for 8th December, as revealed in the document: “The objectives put forth in the present plan are essentially geared towards the municipal elections set for 8th December, coupled with the gradual acceleration of the deterioration of the Government’s administration, thus facilitating the opposition’s crowning victory for this event”. And adds: “but if it could be done beforehand that would be even better”. The document also details the strategy to sabotage the electrical grid in Venezuela with the aim of blaming the Government for the weaknesses in the country’s infrastructure and in that way project an image of crisis in Venezuela at the international level. As part of the plan, the authors propose “to maintain and increase the acts of sabotage that affect public services, particularly the electrical grid, which allow for blame to be placed on the Government for supposed inefficiencies and negligence”. Since then blackouts and other power failures have affected various regions throughout Venezuela, resulting in great general discontent. Not too long ago, Venezuelan authorities detained various individuals involved in sabotaging the electrical grid and towards the end of September President Maduro expelled three officials of the Embassy of the United States in Caracas, for their alleged role in the destabilisation plans. In the section titled “Actions”, the authors of the document detail their next steps to undermine the Venezuelan Government. In addition to “perfecting the confrontational and denunciatory discourse of Henrique Capriles”, the former Presidential candidate defeated by Maduro and Chávez in the last two Presidential elections, they of “generating emotion with short messages that reach the largest number of persons possible, where they emphasise social problems, inciting social discontent. Increase problems with the shortage of basic foodstuff”. In the past few months, Venezuela has experienced shortages of basic products like toilet paper, sugar, milk, oil, butter and pre-cooked maize flour, amongst others. The Venezuelan authorities have seized tons of these products in warehouses belonging to businessmen with ties to the opposition. They have also confiscated large quantities of these products along the border with Colombia, where they are sold as contraband. According to the document, “The Venezuelan Strategic Plan’, which is carried out with the consensus of dignified representatives of the opposition to the Government of Nicolás Maduro, is geared towards these objectives with the strong and constant support of various world personalities who seek to return Venezuela to true democracy and independence, which has been held hostage for more than 14 years”. During the 14 years of the democratic administration of President Hugo Chávez, threats against his Government abounded and the destabilisation plans never ceased. Following the failure of the coup d’état against him in the year 2002, organised and supported by the Government of the United States, there were numerous attempts to oust him via economic sabotage, electoral interventions, assassination plots, psychological warfare, foreign multi-million dollar financing of opposition forces from the exterior and an international isolation plan that in the end did not work. One of the visible faces of the destabilisation attempts against the Government of Chavez was former President of Colombia, Alvaro Uribe Velez. The former Colombian leader ended his Presidency in 2010, by making a call for international intervention in Venezuela with a view to destroying President Chávez and his Bolivarian Revolution. Uribe dedicated the ensuing years to slandering President Chávez and his Government, and to strengthening ties with anti-Chávez sectors both within and out of Venezuela. The death of President Chávez in March 2013 did not hamper Uribe’s continued actions against Venezuela. With the election of Nicólas Maduro to the Presidency, this past April 2013, and with the continuation of the socialist process started by Chávez, Uribe continued with his plans of attack against Venezuela. Now this internal document, the product of a meeting of extreme right-wing sectors of Colombia and Venezuela, together with representatives of the United States Government, demonstrates the destabilisation plans in play against the Revolutionary Government of President Maduro. As part of this dangerous plot against Venezuela, the authors propose “to create crisi situation in the streets that may facilitate the intervention of North American and NATO forces, with the support of the Government of Colombia. Where possible, this violence should result in deaths or injuries”. Finally, besides promoting the impetus of an international campaign to marginalise, bring into disrepute and discredit the Government of Nicolás Maduro through the media and right-wing spokespersons, the document recommends “a military insurrection” against the “Venezuelan State”. They propose “to contact active and retired military groups to expand the campaign aimed at undermining the standing of the Government, within the Armed Forces. (…) It is essential to prepare servicemen so that in the event of a scene of crisis and social conflict, they can lead the insurrection against the Government, or at least support foreign intervention or a civil uprising”. This document proves and confirms the veracity -and the severity- of the allegations made by President Nicolás Maduro. Venezuela is under attack, just as it has been during the last 14 years, since the beginning of the Bolivarian Revolution and the rescue of its sovereignty, independence and dignity. One must not forget that Venezuela has the largest oil reserves in the world. The powerful interests that wish to control these rich resources will not stop until they achieve their objective; however, this control will not be easy with a people conscious of the fact that they defend their true independence. Meanwhile, President Nicolás Maduro has, together with the Peoples’ Power, the Bolivarian National Armed Forces and his Government team, commenced the execution of a series of high level actions to protect the Venezuelan people from economic attacks. Said measures include the restructuring of public organisations, preparation of new mechanisms and public policies to promote national production, as well as Popular Committees for the Defence of the Economy, comprising community organisations. Whilst factors of the national and international right-wing join forces to conspire against Venezuela’s stability, there is a Government of the streets, which is working tirelessly to guarantee the people the greatest sum of happiness possible and efficient management on the part of public institutions and with the social auditing necessary to guarantee the follow-up and execution of the plans and programmes promoted by the Bolivarian Government. Just as in the past the People and Revolutionary Government came together to face the oil coup, electrical sabotage and coup d’état attempts, now with greater justification, there is an accumulated maturity and experience to defend with vigour and conviction the achievements of the Bolivarian Revolution and the legacy of the Eternal Commander Hugo Chávez.
