DOE, AFOC to hold IEC Campaign on Phil. Coal Mining Laws BUTUAN CITY, July 30 (PIA) – The Department of Energy (DOE) in cooperation with the ASEAN Forum on Coal (AFOC) Philippines Incorporated, will be conducting an Information, Education and Communication (IEC) campaign on the Philippine Coal Mining laws, rules and regulations, particularly the implementation of Department Circular No. DC 2012-05-0006 known as the Guidelines on the Accreditation of Coal Traders and Registration of Coal End-Users on August 5, 2014 at the Paper Country Inn, Bislig City in Surigao del Sur. GAITANO Wednesday 30th of July 2014 “As you may be aware, the circular was issued on May 22, 2012 to curb illegal coal mining and trading activities and to maximize the government revenues generated from coal mining,” cited lawyer and director Rino Abad of the Energy Resource Development Bureau. Abad added that the IEC campaign is aimed at clarifying the provisions of the circular particularly the rights and obligations of accredited coal traders and registered coal end-users and other issues related to coal mining, trading and utilization. The Department is mandated by Republic Act 7638 (Department of Energy Act of 1992) to prepare, integrate, coordinate, supervise and control all plans, programs, projects and activities of the Government relative to energy exploration, development, utilization, distribution and conservation. In partnership with its stakeholders, DOE shall improve the quality of life of the Filipino by formulating and implementing policies and programs to ensure sustainable, stable, secure, sufficient, and accessible energy.
