DRIVING TO H3 KAILUA? Take the off ramp with no sign It was four years ago when this controversial prank/protest sign brought attention to the fact that there isnt a Kailua exit sign for eastbound traffic on the H3. In a TV News story about the protest sign the State said that they would be installing a sign in a few months. For those of you not familiar with Hawaii Government, please allow me to explain why the sign hasnt been installed yet… One Human Year = Seven Dog Years One Hawaii Government Month = Plenty Human Years H3 Freeway History: Orders for the freeway were granted in 1960, followed by planning stages. Construction, amid enormous community protest, was begun in the late 1980s, although the road did not open until December 12, 1997. H-3 is one of the most expensive Interstate Highways ever built, on a cost per mile basis. Its final cost was $1.3 billion, or approximately $80 million per mile.
