DSWD launches counseling services for domestic violence offenders By Rosalita B. Manlangit Monday 8th of July 2013 TweetFacebookYahooEmailShareThis DAET, Camarines Norte, July 8 (PIA) -- The Department of Social Welfare and Development (DSWD) regional office here and the Provincial Social Welfare and Development Office (PSWDO) of Camarines Norte recently launched counseling services for domestic violence offenders to institutionalize rehabilitation programs and interventions for perpetrators. Domestic violence is unjustifiable since it violates a person’s rights as a human being and debases one’s dignity as a person tearing down the very foundation of the society which is the family, said DSWD Bicol assistant regional director Felix Armenia. Armenia said the government response to this are residential centers for abused women, conduct of community based services, and resolving conflict of husband and wife under the National Family Violence and Prevention Program. Armenia explained that community-based services includes psycho-social services, medical, and provision of financial assistance to abused women and girls and their families. He also said that there are assigned community based social workers in each province who assist and or provide technical assistance to the local government units. Republic Act 9262 mandates the DSWD to provide rehabilitate, counsel, and treat perpetrators towards learning constructive ways of coping with anger and emotional outbursts and reforming their ways, he stated. He explained that the Community-Based Rehabilitation Program for Perpetrators of Domestic Violence (CBRPPDV) is an intervention designed to rehabilitate perpetrators of domestic violence by engaging perpetrator to series of therapy sessions using various treatment models that address their behavioral issues. Also under the CBRPPDV involves the healing of emotionally wounded family members through family healing and it engages the maximum participation of the community through the organization and mobilization of Men’s Support Group. He said they have already conducted orientations on CBRPPDV in eight pilot areas coming from five cities and four municipalities in the region. He added that with the implementation of said programs, most of the cases handled by the barangay council were settled at the barangay level and Men’s Support Group in some areas were organized. Prosecutor Annalie Thomas-Velardo, acting provincial prosecutor of the Department of Justice (DOJ) in the province said the “Magna Carta of Women” or Republic Act 7190 enumerates the rights of women. She said the Magna Carta of Women is a very comprehensive law that seeks to eliminate the discrimination of women specially the marginalized sectors. She added that almost everyday they receive complaints in violation of the Magna Carta and most are economic violence because this is very easy to file as compared to civil case. Velardo explained that under Republic Act 9262, economic violence has “teeth” compared to cases filed under RA 7190. RA 9262 is an act defining violence against women and their children, providing for protective measures for victims, prescribing penalities therefore, and for other purposes.
