Subject: PREJUDICE CASE OF INSTRUCTION ALLOWANCE At provision of legal references, still deprive from instruction allowance (5000/month) with effect of June 2012. Why the provision of “certificate” and “clarification” are put necessary in my case, it’s entirely discrimination and biasness. College of Nursing, PIMS Islamabad is well-known Institution providing training to the Nurses since 1987. (2nd Reminder) Dear Sir, With profound respect, I state that I have been appointed as “Nursing Instructor (BPS-18)” by Federal Public Service Commission (FPSC) at College of Nursing, PIMS Islamabad on 18th June 2012. The PIMS admin and account department has granted my Teaching / Instruction allowance at Rs. 20% of the Basic Pay subject to the maximum of 5000/= per month as per provision under Finance Division Regulation Wing O.M. F.3. (17 – R.2/81 – 1272/07)- IMP/2005 dated 01-07-2005. & No: F .3. (17) – R. 2/84 Dated: 1st July 1986. (Copies are attached herewith for reference). Moreover, according to ESTA Code rule S. L. No. 1 in Part – II Allowance of “Revision of Basic Pay Scales and Fringe Benefits of Civil Employees (B 1-22) of the Federal Government; 20% of the basic pay subject to maximum of Rs. 5000/= per month to those instructors imparting in service training to BPS – 17 and above officers”. I am teaching and providing training to the Head Nurses (BPS – 17) and Nursing Instructors (BPS – 17) in BSc N and different specialty programs. (Copy of ESTACODE is attached herewith). With provision of all reference’s justification, I am still deprived from instructional allowance for last ten (10) months. When, all the other instructors / doctors attached with Quid –e- Azam PG College, CMT College and College of Nursing get their instruction allowance on the basis of “notification” letter, and without provision of “certificate” and “Clarification” from Finance Division; even, it is already approved from Finance Division. Then, why such type of discrimination and malpractice is exercising in my case. Why the ESTACODE rule is not implementing on equity basis? (Copy of notification, certificate and Finance Division letters are attached herewith) Furthermore, College of Nursing, PIMS is renowned institution providing training to the Nurses since 1987; and, it is offering BSc Nursing and different Nursing specialty programs to the Charge Nurses (BPS -16), Head Nurses (BPS-17) and Nursing Instructors (BPS -17). It is therefore, humbly request you to be pleased include my instruction allowance Rs. 5000 in my revise salary slip.
