Dear CompanYero/CompanYera KONSEHAL, Special greetings to all of you from this colleague of yours REY M. QUIJADA, a municipal councilor from Sta. Josefa, Agusan del Sur, Mindanao and the first to file and file personally my candidacy as PCL PRESIDENT!! The Philippine Councilors League is one of the most democratic organizations of elected officials in our country in the sense that we ordinary members have the right to vote and be voted upon as national officers. AND WE ARE VERY PROUD FOR THAT!! This is what we are tasked and empowered to do this coming national convention on March 5-6-7. We the candidates filed our candidacies on or before January 30, 2014 and I am one of the aspirants for the Presidency who made it before the deadline. To be one of the candidates especially as President is already a golden opportunity for me to work with you by sharing my thoughts why I want to be the President of our organization. This is the main thrust of my campaign, to communicate to you my thoughts and programs since I am confident of your quality as a leader and this time as a voter. Beforehand however, let me inform you that this friend of yours REY QUIJADA has been a three term barangay captain of our barangay, two term Provincial Liga ng Barangay President of Agusan del Sur and Sangguniang Panlalawigan member concurrently, OIC Board Member during the incumbency of the late President Cory Aquino and a one time Regional Vice Chairman of the National Movement of Young Legislators at CARAGA where I authored the resolution and deliberated until it was approved during a national convention at Subic attended by 6,000 delegates and presided by then Vice Governor Edgar Chatto of Bohol the content of which was not to amend the Philippine Constitution during FVRs Presidency. I am a father of a big family who believes that our youth are our most important resource as a nation and our families as the basic pillar of our society. I am 53 years old, an Industrial Engineer who completed my degree at University of the Philippines, Diliman as a government scholar in 1981, and I finished my High School at Ateneo de Davao and my elementary at a public school here in our town Sta. Josefa. I am a member of the indigenous people of Mindanao but my paternal side traces its roots to Guadalupe, Cebu while my children are mestizo Ilonga/Ilocana since my wife was a mestiza Ilonga/Ilocana all of whom are in school while some are working at the same time. I can speak Cebuano, Ilongo and Tagalog, Manobo and Agusanon well and a little English. I love to learn Ilocano too out of my love for my late wife and also Bicol that was spoken by many of my classmates back in U.P. and learn Chinese hopefully in order to help negotiate for peace with our counterparts in China (if there are any hehe). I am also into radio broadcasting which has been my best ammunition as a politician for years and hopefully use this skill in explaining the various stand PCL will hold on as an organization. As a hobby, I love sports and sing sometimes. Before I joined in politics, I worked for the private sector for a while. I am also into farming and advising my children who are working. Ever since I enrolled in public service back in 1986, modesty aside my core value and of my family has always been GOOD GOVERNANCE and as a result had to suffer so many defeats, trials, deprivations and some small victories as well. This must be the reason why my colleagues in the majority in our council assigned to me the Committee on Good Governance. That is why my campaign battle cry for the PCL Presidency is “PHILIPPINE COUNCILORS for UNITY AMIDST DIVERSITY in working for GOOD GOVERNANCE AND BETTER PHILIPPINES” as a result of my learnings in public service especially in politics. Fact is we come from different political parties and diverse political persuasions and ambitions, but we can be united in working for good governance, which we should, for love of country, thru the dynamic exercise of our legislative and oversight functions while respecting each other’s legitimate political differences. As legislators situated in the strategic offices in our respective local government units, I propose that we actively push and promote the enactment of national legislation in support to both the national government headed by the President of the Republic and local government in coordination with our local executives and with the DILG. Some of these bills are the proposed increase in IRA and share from revenues collected by the national government other than the BIR like Bureau of Customs for LGUs; major amendment of RA 7160; FOI bill; standard pay for barangay captains commensurate to their responsibilities; laws that will make privileges available to all regions that are made available to other regions like ARMM; political reform bill that will make political positions more accessible to qualified aspirants; help in the substantial reduction of corruption and poverty in our country thru education and in the exercise of our oversight functions; improvement of our justice system and many programs we may decide to support like possible amendment of the Philippine Constitution especially with regards to its economic provisions and media ownership liberalizations. We shall also persuade our national leadership if it is legally permitted to reassign departments of government where they are most useful like DENR, MGB, and DA for Mindanao, DTI, DOT and DAR in the Visayas, NCIP in CAR and Office of Moslem Affairs in ARRM. By so doing, the source of heat of development will be distributed all over the country and not just concentrated in Metro Manila. This is very important as national decision makers are the source of funding and program implementation and it is good if they are strategically distributed in the entire country. Honorable ladies and gentlemen, if the forthcoming PCL elections is not at large, admittedly an ordinary municipal councilor like REY QUIJADA does not have a wild chance because I have to be honest that I do not have the usual means to lodge a well funded campaign despite my relatively vast experiences in public service and academic preparations. As a matter of fact I did not engage in vote buying in all the political exercises I participated in as a principle just to win as I believe that it is demeaning to the voters. You are my Boss and why should I buy you? Luckily I won in some while admittedly learned in many. But since every municipal councilor and city councilor in attendance in the convention potentially 17,000 in number all over the Philippines are qualified to vote, I bet my chance of winning on a TSAMBA on the fact the presumption that no amount of material consideration can match the dignity of each Philippine councilor who is one of the top of the crème in his/her LGU and keep him or her from taking his/her best shot in realizing his/her noble dreams for his/her constituents. THE SOLID BLOCK HOPEFULLY FROM THE VISAYAS and MINDANAO and fellow IPs from Mindanao, CAR and other areas in the country and my friends from Bicol and the Tagalog and Ilokandia especially those whom I have worked with in the Liga ng mga Barangay and the National Movement of Young Legislators and the Provincial Board Members Association will give me my good chance to be of service as PCL President.. As stated earlier it is only in the PCL among the different organizations of elected officials where individual members are given the right to decide who will lead their organization. We have to commend the framers of our PCL constitution who were correct in doing so in recognition of the fact that many if not all among our members in the PCL if given the chance can be as good if not better materials to become provincial board members, congressmen and even senators. But since the slots in higher level councils are limited, it is therefore practical and advantageous and economical for our people and for our government for the Philippine Councilors League to be harnessed as active partner thru the increased and expanded exercise of the legislative and oversight functions of our individual members complementary to the national government headed by His Excellency the President and our local government units thru our vice mayors, mayors, vice governors and governors and the DILG; and last but not the least, supplementary to the efforts of our national legislators in the House and in the Senate. As an ordinary member of the PCL holding no position whatsoever in the municipal, city, provincial and regional level I, REY QUIJADA is just like you who comprise the greatest majority among the members of PCL and I offer myself to be your best instrument as President who will bring your simple but noble aspirations to the PCL leadership. If we decide to pool our most superior number as members who are not officers of the PCL, our victory as President is a sure thing. You will be proud of your fellow ordinary member whom you will vote to the Presidency because your most valued support has been the source of my POSITION and MANDATE . And I will not fail you! PROMISE! Sa akong mga kaigsoonang mga konsehales sa Visayas ug Mindanao akong hangyoon ang inyong hugot nga suporta. Dili ko kamo pakaulawan ug kawangon. Peks man! Mga IPs sa CAR at Moslem dominated local government units, payagan nyong hilingin ko ang inyong suporta at boto. Mga nakasama kong naglingkod sa Liga ng barangay, NMYL at Provincial Board Members Association, allow me to be your instrument in making PCL an active part in legislating national laws and participate in the implementation of national programs thru the enhanced exercise of our oversight functions. Sa mga konsehales dito sa Luzon, I am a Councilor from the countryside like you and most probably we share many things in common and may I ask for your support JUST ONCE! Sa mga Konsehales dito sa Metro manila, I once lived with you for five years during my college days in UP at hilingin ko na sana ay inyong masuportahan sa aking hangarin. If there is such a thing as climate change, let us also show to our people that there is such a thing also as political change in our country where despite our diversities, we the PHILIPPINE COUNCILORS can achieve UNITY in order to promote good governance and better Philippines FOR THE SAKE OF OUR COUNTRY. A vote for Rey Quijada as PCL President is a vote for all the individual Philippine Councilors!!! A vote for Rey Quijada as PCL President is a vote for expanded role of Philippine Councilors in nation building thru good governance. A vote for Rey Quijada as PCL President is a vote for a more democratic national government and strengthened local government due to enhanced local legislative and oversight functions of Philippine Councilors. A VOTE FOR Rey Quijada as PCL President is a vote thru the PHILIPPINE COUNCILORS for every FILIPINO!!! WE CAN DO IT IF WE JUST TRY KONSEHAL!!! Let us do it!!!
