Dear Congresswoman Grisham: I urge you to vote NO on HR 161, the Natural Gas Pipeline Permitting Reform Act. HR 161, the Natural Gas Pipeline Permitting Reform Act, is legislation designed to spread pipelines in to backyards and neighborhoods across the country by seizing private property through eminent domain, subverting basic environmental protections, and limiting public input. The bill sets a one-year deadline for permit approval from FERC. If FERC cannot meet this harsh deadline, the bill automatically deems the permit approved. This bill treats all pipelines the same creating a one-size-fits-all approach that limits community input and undermines the necessary reviews by other agencies like EPA. This bill is also poorly conceived because it may actually achieve the opposite of its intended effect. Rigid deadlines may force FERC to issue permit decisions before they have completed their due diligence, leaving the agency no choice but to issue more permit denials rather than approvals.
