Dear Friends, Today morning we met Secretary, DoP&T and his officers. The meeting was arranged and facilitated by Shri Prem Singh Tanganiya. From our side Shri. Tanganiya was accompanied by Shri Mukesh Kukreti, Shri Arun Sharma, Shri Rajiv Jha, Shri C S Bisht and your truly. Given below is a gist of the deliberations as understood by me: 1. Secretary, DoP&T conveyed that downgrading of posts will not affect promotions of any CSSS officer. It seems the whole exercise was necessitated because of failure of getting reserved posts dereserved. He emphasised that in view of greater need of manpower, this step was taken and we should have no fear because of that. I think the ghost of downgrading has been buried with this categorical statement. 2. Secretary assured time-bound promotion at all levels. He declined to address the issue of ad-hoc promotion as is being given to CSS. He said that when regular promotions will take place on time, there is no need to take recourse to ad hoc promotions.. 3. The dispute regarding number of posts at PSO/Sr.PPS/PPS/PS level remains unresolved. Both sides had different numbers, percentages and interpretations of Pay Commission, Cabinet decisions. But we are required to give our rationale and figures within next 15 days so that an early action can be taken. 5. On our suggestion, Secretary directed to explore the possibility of direct recruitment at PA level, relaxing the eligibility condition for promotion from Grade D to Grade C/PA so that they are at par with other services like AFHQ, MEA etc. 6. Secretary declined to go into the issue of merger of CSS and CSSS. It can be taken as a set back but we all know that DoP&T has all along been opposed to it as, in their opinion, it may attract large scale litigation, besides CoS raising objections to this Cabinet Decision. 7. There were several other issues that were discussed in passing. Now, we have our homework. For getting promotion on time and facilitating DoP&T to come around and accept our contentions on number of posts required at all levels of CSSS, we are required to give a list, department-wise, of officers Please collect information about the number of officers at the level of Secretary, Special/Additional Secretary, Joint Secretary, Director/Deputy Secretary and Under Secretary This will help in finding out the number of PSO/Sr.PPS, PPS, PS and PA required in all the Ministries, Departments and Attached Offices. Please collect this information as early as possible so that we can submit it to DoP&T by 12th December, 2014 without fail. Please treat this matter as urgent and send the information if we want our information. It is not difficult to collect this information in our own Ministries, Departments, Attached Offices. If everybody comes forward and collects this information about his/her own office, it can be easily compiled and submitted on time.
