Dear Members of Darling Point Sailing Squadron It was great to catch up with you all the other evening to work through some of the issues you raised relating to the proposed development at Wilson’s Boathouse on Norfolk Point. I understand that as the nearest neighbour, to this development you have concerns about the impact on your club and the overall access for the public to this part of the foreshore. As I stated that evening, I am not supportive of this development in its current form and I have provided this feedback to both the Minister and Assistant Minister for Transport and Main Roads whose jurisdiction this falls within. As you know, State has not given consent to this development but has requested the developer address a number of outstanding matters relating to their application. These outstanding matters remain Commercial and in Confidence, so I regret that I am unable to disclose this information. However, I am able to disclose the fact that I have given the developer very clear instructions that they must ensure they have; consulted extensively with the community to inform any future proposals; they must reconsider the height ensuring it is consistent with the overall area; traffic management and safety. Just so you are aware , the delay in the application, now means the development is impact assessable under the City Plan. The Department of Transport and Main Roads have advised that the Moreton Bay Boat Harbour Concept Plan Report, following consultation with local government and the boat harbour is finalised and a copy of the report was forwarded to stakeholders in February 2014. The Concept Plan is not government policy and is merely to guide negotiations for lease applications, lease renewals and development proposals from existing or future tenants within the harbours to improve certainty and encourage investment from the private industry. The concept plan does not change the local government planning status or town-planning requirements within Manly Boat Harbour, as this responsibility lies with local governments through their planning schemes. All development will still need to be assessed on a case by case basis through the rigorous assessment process, which includes community consultation. The Department intends to provide me with a briefing on the Concept plan at the next Parliament sitting week in early August. Hopefully I will be able to provide some more light on this subject following the meeting.
