Dear Sir, Dated-02.11.2014 This is to inform you how Navodaya has become Mockery in the hand of officers and to make you aware of the expected scam of crores of rupees through a chain of principal to commissioner in Navodaya Vidyalaya Samiti and Teachers In Jawahar Navodaya Vidyalayas of Navodaya Vidyalaya Samiti under HRD Ministry of Govt. of India to draw attention of Mass-Media-Ministry i.e. Public, TV Channels and Leaders about their Panic and Hostile Conditions and to show How NAVODAYA – A Mockery A. Fraudulence at Administration:- 1. Deliberately Annual Panel Inspection teams ignore rather don’t inspect Navodaya Vidyalayas ’office accounts and records and registers meant for maintaining vidyalayas property and various proceeding of expenditures in various heads like M&R and submit false report to RO so as to facilitate officers to continue forgery. They are merely agents validating fraud prevalent in Navodaya Vidyalayas with the Principal and OS/ UDC. (This very harsh fact can easily be confirmed tallying the particular vidyalaya record and related Panels report submitted to RO.) 2.There is no Follow –up of Instructions especially related to financial matters and teachers service issues by Officers, Principals, OSs and Clerks.( as though every rule is meant only for teachers and chaprasis). 3. Every rule is applied to different employees differently. There is a great chain of submitting fake information and misinterpreting of rules by office to Principals to Officers. ( Each and every teacher is behaved differently depending upon the degree of satisfying ego of principals). 4. Teachers are forced and deployed to do office work such as scrutiny of JNVST forms by principal while office staff are non-cooperative and even daring to deny works related to exam and result with silent approval of principal. 5. In every vidyalaya, FCSA means not a computer teacher but a helping hand for office work. ( FCSA leaves allotted periods for Office’interest). 6. Internet access is limited to Principal and office, not to teachers while they are directed repeatedly to use ICT. 7.Staff-Quarters are allotted at will of Principal giving priority to office-staff while teachers are to be housemasters. (Teachers are not allowed to reside outside the campus and compelled to share staff-quarters if scarcity). 8. Offices and officers have developed a common habit of flouting rules and financial procedures such as M&R works in every schools, the difference in purchase of various items and their accession to different stock, very late supply of different things, irregularity in record keeping of various consumable and non-consumable items, deploying mess-workers in Principal/ Vice-Principal /OS /UDC/Catering assistant’s household, delivery of gas-cylinder and other food items from mess to principal/vice-principal’s house. 9.Some selected vidyalayas are made venues for organizing different activities such as training, sports and games etc. and students and teachers of these vidyalayas are allotted various works and duties and fund allotted to such works is released and distributed among principal and officers through fake bills paid to some virtual men/agency as expenditure. 10.Every vidyalaya hires private vehicle for emergency and urgency to students residing in hostel in the vidyalaya but such vehicle is rarely used for carrying students as house master are there to carry them on their own and the vehicle is generally used by principal and vice principal for their private purpose filling false entry of students purpose in logbook which is never counter attested by housemasters of those students. How NAVODAYA – A Mockery B. Cunningness in Establishment:- 1. NVS’ HQ and ROs prepare Annual Planning deliberately erroneous and unlawful:- a. during vacations, different teachers- training programs and games –events are organized and teachers’ presence are a must while vacations mean to heal up mental fatigue of teachers and teachers are not given any compensatory Earned Leave against such deputations.(More interestingly, NVS is not even a position to reply RTI related to such issues.) b. most of the dates for sports and games at cluster, regional and national levels are scheduled during festivals when there are gazetted holidays and too much rush in buses and trains and getting reservation and boarding are more difficult for escort teachers along with many students.( This is the way by which officers are capable to create tension and deprive teachers of celebrating festivals and depute them on gazette holidays.) c. having no clear-cut direction and preplanning for getting seats in train reserved for to and fro journey for students to participate in different vidyalayas and most commonly escort teachers are forced to take advance and get seats reserved in eleventh hour when seats in train are already booked and teachers are left on their own to tackle and principal feel cozy and remains away from such difficulty and hassles while all the arrangement and reservation for to and fro journey must have been arranged by principal through office. d. teachers are forced to maintain Daily-Diary for keeping record of work done daily as if they are labourers while there is already well-defined syllabus and course to cover in a year but ironically officers and office-staff are not bound to maintain such a daily diary even when there is no definite course of action. e. in school time-table, principal and vice-principal are allotted to take 10 and 12 periods respectively per week that remain generally lying vacant and are given to teachers in the name of arrangement. f. time-table for Term Test / SA is scheduled by HQ/ROs such a way that the last paper may fall on the last working day just before the beginning of vacation.( So that teachers may not proceed for vacation and has to stay for evaluation answer sheets that takes two to three days.) 2. in HQ and ROs ,responsibilities and duties of Officers dealing monetary and service issues to their subordinates working in different JNVs don’t come in the ambit of time-bound activity:- a. officers in DPC treat promotion to be gratis given for granted and aren’t serious to their works that cause delay in promotion of their subordinates to higher posts and outshine further bright career and confine the possibilities to certain limitations. b. doing Pay-Fixation and granting Senior-Scale aren’t meant to be finalized by officers in a certain period of time and more wonderfully some of such cases are finalized in 10-12 years because officers haven’t any clause of time factor and so they easily duck being held responsible for the loss due to decaying value of claimed principal amount and the interest if paid in time to entitled ones.( While their subordinates have to pay interest if the amount taken as advance is not settled within three months as it is a clause in the samiti.) c. HQ and ROs are lagging far behind in updating seniority lists of teachers and the same years- old seniority lists are circulated and this is why no nation-wide seniority list of TGTs (as Kendriya Vidyalaya has done to give benefit to TGTs of stepping-up) can be prepared by samiti. (teachers are bearing the monetary loss due to denial by NVS to step-up TGTs since their Date of Joining in the samiti which is clearly the violation of the Constitution of India.) 3. Month-wise Local Purchasing Committee (LPC) and Physical Verification Committee (PVC) are formed comprising of three teachers in every vidyalaya to purchase items apart from tender and to verify items supplied to vidyalaya respectively. Teachers in these committees are under the Principal and have to do what the Principal orders. Apparently it is to facilitate Principal legalize the procedure and do his/ her own way.( teachers have to appease principal even to get leaves sanctioned and permission to leave campus for house-chores and familial responsibilities.) 4. Officers enjoying five working days in a week and holidays in HQ and ROs are treating dual-behaviour and playing double-game with teachers and staff of the vidyalayas as teachers and staff serving 24*7 hrs are made to serve on Sundays and gazetted holidays without even putting their signature on these days. This way, officers are very shrewdly in comfort zone to prove that weekend and holidays are awarded and justify their ways. Moreover, officers show teaching duty is only six hours beginning 07.30 am to 01.30 pm and the rest of teachers’ duty hours from early morning to late night as remedial and supervised classes and house-mastership are shown as emergency hours which mean teachers are not performing duty regularly during these hours. 5. Officers of Navodaya Vidyalaya Samiti set a unique example in the world as they order to maintain different signature- attendance registers for teaching, office and contractual staff in the same working station i.e. vidyalaya. This only aims at creating differences and doubts among staff and a well-planned flaw for officers to mould their own accord and to exploit against subordinates. 6. There is no provision in the vidyalayas to record the movement of housemaster if he has to leave the station and go in search of runaway student of his house to different areas and there neither any entry is made by the principal nor any help is given to housemaster to search escaped student nor it is allowed to report to nearby police-station nor any TA/DA is paid to HMs as it is solely his personal work. If any casualty befalls, HM is executed and punished with allegation that he hasn’t inform authority and police. How NAVODAYA – A Mockery C. Selfish-Leadership:- Now Navodaya Vidyalaya Samiti is fully in the grip of selfish leadership of higher officers in ROs and HQ. If this sounds hyperbolically, it may easily be confirmed through these facts:- 1 - There is no clear cut by-laws framed till now in NVS related to service matters even after Delhi Court’ harsh remark. In this very point , officers are totally failed and rather not interested as Samiti’ Bylaws must have been prepared on priority basis by officers but they are so busy in exploiting commission through various modes and looting Samiti by overlooking its objectives and interest and compelling teachers in every which way they can do that they can not concentrate on paying heed to service-matters and this lacuna of Samiti having no particular-bylaws helps them great to frame some regulations at their own so as they may use them according their own interest. 2 -Officers in ROs and HQ fail to chalk out planning and time span for their works and responsibilities they are holding to perform towards Navodaya Vidyalaya Samiti. 3 - Officers carelessly leave some vidyalayas freely while they depute some vidyalayas to organize so many events in a year that cause badly to academics and results . 4 - It is the commonest feature of these officers to pass their works and responsibilities on subordinates by creating different nodal centres in various vidyalayas and constituting some committees comprising of principals and other staff of vidyalayas- getting accounts maintained and audited, getting materials like JNVST Forms and question papers published, getting JNVST data and records collected and its related materials distributed- everything is done through various nodals. 5 - While Officers organize different conferences and meetings with principals/vice-principals and training programs for them in first- class hotels having all luxuries but teachers and others are commonly given training in vidyalayas where they are made stayed in dormitories and served food in the mess which are meant for students and are not even considered their health and other problems and are not allowed outside the vidyalaya campus to stay and to have meals their own while they are entitled to hotel-DA. This way, officers and venue principal have distributed the fund allotted to training between them showing different fake bills in the name of providing extra to trainees. 6 - Officers in HQ and ROs never pay attention during visits or through correspondence whether office in the vidyalaya is maintaining every registers and accounts and observing rules and norms of Samiti. It is so because they are also this way indirectly getting benefitted by principal and office staff.( officers can never ensure that offices in vidyalayas are maintaining all these documents related to viyalaya assets and observing all rules.) Now, with a humble request that it is informed to you to mend faulty ways of NVS, to stop the big scam, and to improve quality of NVS , not to tarnish NVS’ prestige.
