Dear friends, I have been posting my views and various documents related to my mission on FB. I am working as a Senior Manager at a Nationalized Bank. I had written to the Prime Minister of India about Political Inclusion of service class. PMO forwarded to other ministry for taking appropriate action at their end. It is more than two month I had written my letter. I have now written to the Secretary to that particular Ministry and posting its contents here below, as it is related to all of us, the citizens of India. P.G. & Pensions Sardar Patel Bhawan Parliament Street, New Delhi – 110 001 Dear Sir, Sub. – Political Inclusion of Govt./Semi Govt./PSUs/PSB employees Ref : 1. PMO’s letter ID No. 14/3/2013-PMP3/117576 dated 07-01-2014 2. My letter to The Prime Minister, Govt. of India, dated 21-12-2013 With reference to the above, this is to inform you that I have not been able to receive any communication from your office till date. It has been more than two months from the date of my above referred letter and also, the date of PMO’s above referred letter to your office, which was sent to you to take appropriate action at your end. I had requested through my above referred letter (No.2) dated 21-12-2013, to allow Govt./Semi Govt./PSU/PSB employees and a few others, to participate in various political activities, without losing their livelihood, just like other Indian citizens participate in various political activities. To elaborate my request further, I submit few more points in favour of my request as under. 1. Presently, without specifying proper reasons, these groups of Indian Citizens i.e. Govt./Semi Govt./PSU/PSB employees and a few others, are barred from taking part in political activities, e.g. Joining a political party, Forming a Political Party, Contesting elections for Parliament, Legislative Assemblies/Councils and others like these, without losing their livelihood,. Due to this prohibition, country is suffering badly, and the experiment of keeping these groups away from political activities have failed miserably. People with criminal orientation have taken advantage of this situation and have occupied the controls of the most of the democratic institutions in the country, using undemocratic means; promoting and supporting various social and political evils of public life, e.g. Communal Hatred, Casteism, Regionalism, Bribe to voters, All types of Crime & Corruption etc. It has become difficult for law abiding, honest, patriotic, peace loving, secular citizens of India, to live with dignity, happiness, safety and fearlessness, in a real democratic way. Citizens are living under unbearable conditions. 2. Due to this prohibition, their status in the Indian Society is of Third Rate Citizens. (First rate citizens – Who enjoy all types of political, social and economic rights and support of political system; Second Rate Citizens - Who are denied political rights except to vote, but, fulfill their needs, happiness and comforts through corruption. They also, have good tuning with the First rate citizens). These Third Rate Citizens are attacked and harassed, now and then, by various evil forces of Indian Society and unable to get protection & justice, due to almost all round corruption in Police, Polity and Judiciary. So, it can also, be said that these Third Rate Citizens are living, almost, like slaves. 3. Over the years, these Third Rate Citizens have developed themselves in a much better way and are used to have much higher levels of talent and positive, peace loving, law abiding attitude as compared to the First Rate Citizens. Barring a few, most of these Third Rate Citizens are the Real Seculars & the Real Nationalists; and serving all groups of the Indian Society with equal pleasure and brotherhood feelings, all over the nation. Keeping them out of the political system, except to vote, is deliberate disservice to the Nation. 4. Under Art.19 of the Constitution of India, an Indian Citizen is conferred various fundamental rights, e.g. Freedom of speech & expression, Freedom to assemble peacefully, Freedom to form associations and unions, and a few others. States have been allowed only, to use their authority, to restrict these provisions of Freedom in the interests of the sovereignty and integrity of India, public order or morality; and not to misuse it. Imposing the restrictions on Third Rate Citizens seems to be the misuse of this authority conferred by the Constitution of India, as there is no Third Rate Citizen, who is a threat to the sovereignty and integrity of India or Public order or morality. While a huge number of First Rate Citizens appears to be the real threat to the sovereignty and integrity of India or public order or morality and also, the national harmony. 5. Most of our Trade Unions are allowed to have affiliation with various political parties, and sometimes, a few officials and members of these trade unions, belonging to Second & Third Rate Citizens’ Groups, are seen promoting the political parties, their trade unions are affiliated with. Hence, the purpose of keeping the individuals away from active politics without losing their livelihood, fails and becomes tantamount to the discrimination on the grounds of the faith and profession. 6. Allowing these Third Rate Citizens to vote, motivates them to keep political leaning. This again defeats the purpose of keeping them out of the active politics without losing their livelihood, if they are expected not to keep any political leaning. Hence, keeping all of the above in view, I apprehend that the above mentioned Third Rate Citizens (also, the Second Rate Citizens) are being kept out of the active politics, deliberately, under some motive of conspiracy, just to harm the nation, its secular nature and the national harmony, with all the ill feelings towards the people of India. Hence, I request you to take suitable steps to allow these Second and Third Rate Citizens to join a political party, to form a political party and to contest various elections to chose people’s representatives for Parliament, Various Legislative Assemblies/Councils and other bodies, for the good of the nation and to save the nation from various social, economic and political evils. Kindly, do the needful urgently, at the earliest, so that we (the Second and) the Third Rate Citizens of India could take part in coming General Election going to be held in April 2014.
