Dear friends, We are proposing the fist draft scheme for the District Level Committees. Your suggestions, feedback and input is most welcomed and anticipated. Vasudha will constitute district committees for twelve(12) districts of Himachal Pradesh viz. Kangra, Hamirpur, Mandi, Bilaspur, Una, Chamba, Lahaul and Spiti, Sirmaur, Kinnaur, Kullu, Solan and Shimla. Vasudha will have its Head Quarters located at Sunder Nagar, Distt. Mandi. The organization structure of each such district level committee having voting rights for its members will be as below: 1) Executive Officer: Shall lead the district committee and shall preside over all meetings of the district committee. Shall sign, approve and verify all documents on behalf of Vasudha for the district. Shall make strategies and plan events and activities to fulfil the aims and objectives of Vasudha in a broader sense. Shall be responsible to the Executive Council of Vasudha. Shall constitute Sub-Division level committees upon consultation with the Chief Executive Officer and nominate or appoint or hold elections of office bearers of such sub-committees as directed by Vasudha in order to ensure proper representation of people in the management of Vasudha. Shall organize general meetings for the members of Vasudha to attend and discuss issues of concern. Shall perform any other function as directed by the Executive Council from time to time. Shall submit reports of all business conducted to the Executive Council every year and render any information to the Executive Council whenever demanded. 2) Operating Officer: Shall depute for the Executive Officer and assist in discharge of his/her functions and duties. Shall co-ordinate and supervise Sub-Committees framed at sub-division level and also ensure that they function in fair manner. Shall coordinate events, activities etc. organized by Vasuda in the district. Shall also lead teams of volunteers and members directly or indirectly through his designee.Shall perform any other function as directed by the Executive Council from time to time. 3) Financial Officer: Shall depute for the Chief Financial Officer of Vasudha and will oversee all financial activity at the district level. Shall perform any other financial function as directed by the Chief Operating Officer from time to time. 4) Deputy Registrar: Shall depute for the Registrar of Vasudha and will be the record keeping and maintaining authority at district level. Shall have the authority to certify documents on behalf of Vasudha at district level. Shall enrol members and volunteers for Vasudha. Shall also be the secretary for all meetings conducted whether of the District Committee or the General body meeting of the district. 5) Public Relation Officer: Shall be responsible to provide information sought by the members or volunteers or sponsors or associates of Vasudha. Shall also interact with media and update information regularly on the website of Vasudha and its social channels. 6) Executive Member (Environment): Shall be member of the committee and will also oversee functions relating to protection and safeguard of environment. 7) Executive Member (Education, Awareness & Empowerment): Shall be member of the committee and will also oversee functions relating to education, public awareness and empowerment of rural areas and downtrodden people. 8) Executive Member (Sub-Committees): Shall be member of the committee and will supervise Sub-committees and inspect them from time to time and submit its report to the Executive Council. 9) Executive Member: Shall be a member of the committee and can be assigned any specific function or department by the Executive Officer if needed. 10) Honorary Executive Member: Shall be an honorary and eminent member in the committee and will be a person of high integrity and credibility who will be nominated by the President of Vasudha on the advice of the District Committee, however such advice shall not be binding on the President. We are preparing rules and regulations for these District committees and the draft will follow within 30 days. Until then we are expecting deliberation on the structure and functioning of District Committees. As already mentioned above, we welcome suggestions, input and feedback.
