Deciding whether we (the environmental law and policy team of the Ateneo School of Government) should get involved in the GMO debate. I was actually right in the middle of this issue nationally and internationally from 1996-2006 having: negotiated the Cartagena Protocol on Biosafety for the Philippines; co-written the IUCN Explanatory Guide on the Cartagena Protocol; published a monograph on socio-economic issues related to genetic engineering; worked on biosafety issues in countries as diverse as Kenya, Cameroon, Columbia, Indonesia, Vietnam and Mongolia; led the drafting of the National Biosafety Framework of the Philippines; partnered with IFPRI to study the socio-economic impacts of the introduction of GM maize in the Philippines. This is an issue as tough as mining in that the actors are polarized and middle ground in almost non-existent. At the same time, I supposed a moderate, pro-farmer, pro-environment, and pro-science voice could be useful in this debate.
