Delhi Dialogue AAP plans to install CCTV cameras in DTC buses, bus stands and in crowded places to intimidate attackers and deter crime on public transport as well. The Delhi Transport Corporation (DTC) has installed CCTV cameras in 200 of its buses, as part of a pilot project to enhance security especially for women passengers, while travelling. We will expand this project to cover the entire DTC fleet of 5884 buses plying on 657 routes in the city. This will not only ensure safety of commuters but also streamline its operation. AAP is cognizant of failures of such projects in the past in other cities. We are also aware of the expense involved in such CCTV programs. We will do extensive research on pre-existing models and the reasons of their failure. CCTV alone is not the solution; acting on evidence from CCTVs through policing and prosecution is of topmost importance. We are exploring different models to make this work so that there is deterrence but the cost is not astronomical. Our discussions with transport officials, bus experts and technology savants shows that 2-3 CCTVs are needed per bus and bus-station. That leads to a number of around 25-30 thousand CCTVs, which at about 15-20 thousand rupees, which is around Rs. 4-6 crores. While installation is inexpensive, it’s the technology backend and monitoring setup that is the more expensive component of CCTV bus monitoring. We recognize that data harvesting and monitoring and maintenance of technology and data on a moving vehicle will be another crucial faultline, which we will discuss with expert groups. Also, its the manning, monitoring and backup of data thats a crucial component, and we are speaking to the Delhi Police about this. AAP will ensure that women feel safe and happy in public transportation, and will use the entire fiscal, financial and administrative might to ensure that women’s security is on urgent and priority basis.
