Delivering the Joint Letter of C3E and AESWatch to COMELEC At some point during the discussion, Mother Mary Manansan, OSB asked Mr. Brillantes why not the COMELEC allow manual counting of votes for everybody to observe (transparency) while electronically transmitting the results to speed up canvassing. Mr. Brillantes, instead of directly answering, asked Mother Manansan if she had ever returned to her precinct after casting her vote in order to observe the counting of her ballot. Analysis of Mr. Brillantes answer will show his obvious evasion of the point raised by Mother Manansan. Mr. Brillantes, in essence, was arguing that since people ordinarily do not return to their respective precincts to observe the counting of their ballots, there is no need to open the counting to the public thus justifying the hidden counting by the PCOS. I strongly pointed out to Mr. Brillantes that his argument proceeds from a totally false basis because at the time of manual counting, even just a few members of the public is sufficient to address the issue of transparency. It is not necessary for Mother Manansan or Gus Lagman or myself to be physically present at the counting. It is sufficient that even just a few of the nameless public is there present to assure the greater public of transparent elections. Why do Mr. Brillantes have to resort to evasive maneuvers when confronted with this issue of transparency? What is there in the hidden PCOS counting that Mr. Brillantes has to justify by deceptive tactics? If it was not Mother Manansan asking but former Commissioner Gus Lagman, I am sure the answer of Mr. Brillantes would have been the same but with the additional insult Abogado ka ba?
