Democratic Alliance press statement by James Lorimer MP DA Shadow Minister of Mineral Resources Government must use mining royalties to uplift communities Government must reforms it spending on mining royalties in order to improve the lives of mining communities. Since the beginning of the strike, government has been almost entirely absent from mining communities and the problems faced within the sector. With reserves worth an estimated R20.3-trillion, South Africa’s mining industry remains one the world most valuable mining sectors. In Parliament, President Zuma’s ANC appears paralysed by years of poor decision making that gave us laws that only benefited the ANC’s chosen union partners, the National Union of Mineworkers (NUM). With the industry and the country in trouble, it is past time for government to act. By reinvesting a portion of royalties back to communities which have to cope with diverse environmental issues and the in-migration of job-seekers caused by mining operations, these communities will be empowered with the resources to cope with these challenges. If mine workers and their families have decent living conditions, the pressure on them to win higher wages would not be as intense. This would have the added benefit of upgrading living conditions, not just for miners but also for entire communities where they live. Such royalty reinvestment must be administered through the formation of an independent, credible, transparent, and capacitated development agency working in partnership with mining companies, local and provincial government and community leaders. The reinvestment of royalties into mining communities would serve as an added initiative, over mining companies on-going obligations to investment in communities, to improve the lives of mine works and their families. It’s time for government to take a pro-active stance and act for the benefit of the mining sector and its workers. Wage demands associated with current strike activity may be unsustainable, but improving living conditions for miners is not out of reach.
